Mission and objectives

The Department of Political and Peacebuilding Affairs (DPPA) plays a central role in United Nations efforts to prevent and resolve deadly conflict around the world. DPPA focuses primarily on five areas in international peace and security:Ensuring sound analysis and early warningPreventing conflict and engaging in peacemakingManaging political crises and violent conflictsSustaining peaceEnhancing partnershipsDPPA monitors and assesses global political developments with an eye to detecting potential crises before they erupt and devising effective responses. The Department provides support to the Secretary-General and his envoys, as well as to UN political missions deployed around the world to help defuse crises or promote lasting solutions to conflict.The Peacebuilding Support Office (PBSO) within DPPA fosters international support for nationally-owned and led peacebuilding efforts.The Department also coordinates UN electoral assistance activities and provides staff support to the UN Security Council and two standing committees established by the General Assembly: on the rights of the Palestinian people and decolonization.In many ways, the United Nations and regional organizations have unique and complementary capacities that, when properly coordinated, can contribute decisively to the prevention and management of armed conflict. In its core work in conflict prevention, preventive diplomacy and mediation, DPPA is in regular contact with its counterparts in regional organizations to ensure information-sharing and cooperation on regional or country-specific issues of mutual concern.

Context

In 2011, the ASEAN-UN Comprehensive Partnership was adopted by the Leaders of ASEAN and the UN Secretary-General. Since 2015, DPPA-DPO deployed a UN Liaison Officer to ASEAN in Jakarta, to work with ASEAN and also relevant UN agencies in the implementation of the partnership, in particularly the political-security cooperation components, including conflict prevention and conflict management (more information can be found on the https://asean.org/?static_post=background-overview-united-nations or on X: @ASEAN_UN).The stakeholders range between ASEAN officials, external partners, the UN system, and also some interaction with think-tanks and relevant civil society groups. Flexibility and initiative will be important attributes to respond to quick requests on a wide range of subject matter for research and reporting.The UNV assignment will be linked to the overall implementation of the ASEAN-UN Comprehensive Partnership but will also serve some functions with the UN team in Indonesia, including reporting tasks.

Task description

Under the direct supervision of UN Liaison Officer to ASEAN the UN Volunteer will undertake the following tasks:• Work together with the UN Liaison Officer to ASEAN on the implementation of the ASEAN-UN Comprehensive Partnership, including through written reports within the UN and to ASEAN, organising meetings, and political-security dialogues.• Monitor and analyse political developments in ASEAN and identify regional trends.• Support efforts to strengthen the UN’s partnership with ASEAN in the political and security pillar, including by preparing meetings; organizing workshops; and establishing effective partnerships with UN and non-UN actors.• Work together with the UN Liaison Officer, including specific work on areas related to the work of DPPA-DPO, including initiatives on peace and peacebuilding, as well as monitoring, reporting and other relevant tasks to the DPPA-DPO mandate.• Undertake a strong role and show initiative in advancing the Youth, Peace and Security agenda with ASEAN counterparts as well as in relevant country situations, as possible.Furthermore, UN Volunteers are required to:• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.Results/Expected Outputs:• Organising ASEAN-UN meetings and dialogues under the ASEAN-UN comprehensive partnership, including effective interaction with the UN system and ASEAN.• Regular and comprehensive reporting on the ASEAN-UN partnership, as well as regional developments and peace-peacebuilding work relevant to the mandate of DPPA-DPO.• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
