uOttawa’s facilities encompass three main sites that are comprised of over 600,000 square meters of building space (over 6.

4 million square feet), 42.5 hectares of grounds, 125 buildings and 4,500 beds in 11 residences. There are over 150 employees in Facilities, including Project Managers, Energy and Commissioning Specialists, Mechanical and Electrical Engineers, Architects, and space Planners.

The facilities capital and operating expenditures are in the range of $100M for the University’s $2.0 billion assets under management.

The 20-year Capital spending plan envisions $4.0 billion of new investment highlighted by uOttawa launch of project Top Shelf, a $300 million capital investment to build a new facility for the Faculty of Health Sciences at uOttawa’s River Campus, as well as a tower at the Roger Guidon campus to house uOttawa’s new Advanced Medical Research Center (AMRC).

Position purpose :

Reporting to the Senior Director, the Associate Director is responsible and accountable for the successful delivery of assigned Major Projects within budget, on schedule, in accordance with the approved scope and applicable government codes, all within established project methodologies.

Oversees the delivery of mega projects, which may be multi-phase and multi-year. Provides leadership and oversight to assigned teams of Project Managers, Project Coordinators.

Planners, Commissioning agents, Subject Matter Experts, Health and Safety coordinators, Engineers, Architects, Cost Accountants, Procurement specialist, and Project Administrators, consultants, and owner advocates.

In this role, your responsibilities will include :

Concurrent initiative and infrastructure impact : Manages and implements planning for impact on infrastructure with all Facilities service sections, as well as various internal University stakeholders.

Oversees the project management team and is accountable for delivery of complex, high value (in excess of $100 million), multi-phase and multi-year projects.

Coaches team members and ensures consistency in project management practices and methodologies.

Project management : Manages delivery of Major Projects from initiation to close out, to ensure project outputs are delivered as per objectives, on schedule, to budget and to the required quality.

Identifies and manages issues and risks to mitigate impact. Manages internal communications at all levels. Collaborates with the central communications units as spokesperson for external communications.

Project development : Ensures optimal development of projects, managing preparation of business cases, financing, executive presentations, studies, designs, plans, tender documents, specifications and cost estimates.

Ensures clear objectives are established, discussing project priorities with clients and developing project-related documents such as project work plans, schedules and deliverables, as appropriate.

Liaison with senior officials and statutory committees : Acts as the main resource for mandatory steering and governance committees.

Assists the vice-president and associate vice-president in reporting on Major Projects to University statutory committees and the Board of Governors.

Stakeholder relationships : Proactively liaises with and reports progress to internal clients and / or project sponsors, to ensure that they are informed of project progress and issues and their views are taken into consideration as the project progresses.

Proposes and negotiates options or alternative solutions with stakeholders, to ensure projects are delivered as per expectations.

Establishes and maintains positive, effective working relations with all members of the project delivery and operations teams, to ensure efficient interaction between teams.

Contract and performance management : Monitors project progress according to contract requirements and ensures follow-up with professional consultants, contractors, suppliers and vendors.

Develops key performance indicators and other tools to monitor and reinforce contract requirements, with the support of professional consultants.

Monitors performance of professional consultants, contractors, suppliers and vendors, and reinforces contract requirements, to ensure contract terms are met.

Protects the University’s interests and executes mitigation plans for non-compliant service providers. Approves invoices in accordance with project requirements and contract terms.

Monitors legal performance and documentation requirements. Makes recommendations and collaborates with legal counsel to represent the University’s legal interests.

Compliance : Manages projects through to the closure phase, ensuring a full handover to the client is completed and project documentation is compliant with regulations and internal requirements.

Ensures adherence to governance standards and project methodologies throughout the project life cycle. Represents the University to all relevant authorities.

Ensures that project components and activities meet local, provincial and / or federal codes and regulations, including regarding occupational health and safety, WHMIS and hazardous substance programs.

Financial management and procurement : Ensures projects are delivered as per the approved budget by managing all finance-related activities, such as cost estimates, budget preparation and monthly financial reporting.

Initiates requests for proposals, tenders and other competitive selection procedures, and oversees the tendering process as required.

What you will bring :

  • Degree in architecture, engineering, or management. Minimum of ten (10) years of experience in managing large, complex, high valued projects.
  • Strong business acumen.
  • Strong commercial management as it relates to vendors, suppliers, and consultants.
  • Certificate in project management is desirable.
  • Extensive knowledge of construction market and associated rules, risk management, cost estimation, Safety of construction sites, environmental laws and sustainable development.
  • Experience in human resources management.
  • Experience in managing financial resources and budgets.
  • Analytical ability in problem solving (including on sensitive issues), applying innovative and leading practices.
  • Use of office productivity tools.
  • Strong communication and interpersonal skills.
  • Ability to perform under pressure and meet strict deadlines.
  • Comprehensive understanding of legal requirements and contractual obligations / restrictions.
  • Proven ability to influence others to achieve desired outcomes.
  • Bilingualism French and English (spoken and written).
