Organisational Context

The Human Resources Office of the Office of the Prosecutor (“OTP”) provides support and critical services to the Prosecutor and the wider OTP through the provision of advice, guidance and implementation on Human Resource policies, processes and strategy. With responsibility for all aspects of the Human Resource policy and practice within the OTP, the Office collaborates and coordinates closely with the senior management, as well as other internal and external stakeholders. In particular, the Office works closely with the Registry`s Human Resources section on the day to day operations and activities developed by both the HRS Operations Unit and HRS Organisational Development Unit.

Serving as strategic advisor and partner to all OTP business functions, the OTP HR Office implements the full range of HR activities including inter alia: Recruitment and Selection, Staff Relations, Policy review and implementation, employee relations advice, employee contract lifecycle, review and implementation of the annual training plan, management of non-staff personnel and the processing of staff requests. Participating on multiple internal boards and committees, the OTP HR Office represents the OTP position in inter-Organ discussions, negotiations and reviews pertaining to HR practices and policy implementation.

Duties and Responsibilities

Under the supervision of the HR Liaison & Coordination Officer, the incumbent will be responsible for the following tasks:

  • Participate in recruitment processes for the Office of the Prosecutor (OTP), including review of job applications, conducting panel interviews for the professional category posts and drafting interview reports;
  • Advise OTP managers and staff on HR related matters, such as interpretation of applicable HR policies and procedures, shortlisting and evaluation of candidates, interview techniques and selection of panel members;
  • Develop and maintain a training database of approved trainings and learning objectives, report on effectiveness of trainings through feedback surveys and liaison with managers;
  • Advise and guide OTP managers/staff in the completion of performance appraisals;
  • Contribute to HR discussions at Senior Management meetings by researching and preparing related documentation;
  • Assist the HR Liaison and Coordination Officer in the supervision of the Staff Assistants, providing guidance, mentoring and training when necessary;
  • Assist in the review of draft HR Administrative Instructions for consideration of the HR Liaison and Coordination Officer;
  • Provide briefings to new OTP staff to ensure their smooth integration into the Office;
  • Deputise in the absence of the HR Liaison & Coordinator Officer;
  • Perform other duties as required.

Essential Qualifications

Education:

An advanced university degree in HR Management, Social Sciences, Public or Business Administration, or a related field is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two years (four years with a first level university degree) of practical  experience within an HR environment with emphasis on recruitment, preferably in international organisations, is required;
  • Demonstrated experience with the management of recruitment and selection exercises is required;
  • Experience with learning and development would be an asset;
  • Experience in a professional HR role, preferably within the UN Common System or related organisations would be an asset;
  • Experience working in a multi-cultural, multi-ethnic environment would be considered a strong asset.
  • Supervisory experience would be highly desirable.

Knowledge, skills and abilities:

  • Excellent ability to undertake legal and contextual analysis, present sound advice on the basis of objective and critical evaluation of the information received, exercising sound judgement and discretion;
  • Excellent drafting skills and the ability to prepare and present reports that are clear, concise and meaningful;
  • Strong planning and organizational skills, with flexibility and ability to adjust in a highly dynamic environment;
  • Work collaboratively with colleagues to achieve organizational goals;
  • Strong communication and negotiation skills as well as ability to interact with tact and diplomacy;

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered as a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information

- In accordance with the Rome Statute, the ICC is committed to achieving geographical representation and gender equality within its staff as well as representation of the principal legal systems of the world (legal positions). Nationals from the list of non-represented and under-represented States are strongly encouraged to apply. In addition, applications from women are strongly encouraged for senior positions at the Professional (P) and Director (D) levels. Posts shall be filled preferably by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process, but nationals from non-state parties may also be considered, as appropriate.
