This position exists to be the Chief Procurement Officer for the agency and lead, support, advise, process, and approve daily procurement transactions for the entire agency in relation to Professional Services, General Services, Small Purchases, Invitation to Bids (ITBs), Request for Proposals (RFPs), Joint Purchase Agreements, Sole Sources and all other procurement vehicles.

This position exists to supervise the procurement section, and oversee the management of the mailroom duties, W9 vendor relations, uniform allotments, fleet management, the disposition of public property and the p-card program.

This position will be the subject matter expert for the agency's procurement activities.

How does it get done?

The incumbent will oversee all procurements by auditing all purchasing documents for compliance with Procurement Code, internal policies, and Department of Finance and Administration (DFA) Manual of Model Accounting Practices (MAPS).

This position provides purchasing guidance and direction to all purchasing agents and program managers to ensure that goods and services are procured properly and efficiently according to state statutes and internal policies.

This position is responsible for the administration of all professional service contracts, invitation to bids, request for proposals, sole sources and all other procurement vehicles.

Other responsibilities include the management and supervision of the mailroom duties, W9 vendor relations, uniform allotments, fleet management, the disposition of public property and the p-card program.

Supervision of the procurement staff includes managing, assigning and prioritizing tasks, training, coordinating, and evaluating employees.

Who are the customers?

The customers for the position are Department of Game and Fish purchasing agents and program managers and external vendors.

Ideal Candidate

The ideal candidate will have their CPO Certification with professional experience working within the perimeters of NMSA Chapter 13, Public Purchases and Property, and NMAC Title 1 General Administration, Chapter 4 State Procurement.

Experience with procurement, contract management, purchasing and / or accounts payable auditing is preferred.

Expertise with SHARE and Microsoft 365 platforms is ideal with analytical and critical thinking capabilities, interpersonal and collaborative skills, written and verbal communication skills.

Supervision experience strongly preferred.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment.

Employment Requirements

Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage.

Some sitting, standing, bending and reaching may be required. High volume workload and stressful situations due to deadlines and multiple demands.

Ability to lift up to 25 pounds.
