Update

Context

The United Nations Development Programme (UNDP) works in 170 countries and territories to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress. In Libya, the Country Office (CO) is currently implementing its Country Programme (CPD) for the period period of 2023 - 2025. The programme includes integrated solutions to complex country context, providing support to the transition from conflict to post-conflict mode through building capacities of national and local government institutions. Promoting sustainable green growth and enhancing resilience to Climate Change is one of the 3 pillars outlined in UNDP Libya CPD as one of the country development priority that UNDP intends to address as key for the country.The project support to climate action in Libya is one of the Energy and Environment Pillar being implemented alongside two other complementary projects, namely UNDP’s Energy Transition and Water Security Projects. Together the three projects form an integrated strategy to respond to the climate crisis. This is important as unlike other countries in the region whose governments are moving to amend their policy and subsidy regimes to incentivize the transition to a more resilient and low carbon development pathway, Libya’s political paralysis has resulted in the expansion of the economic rents that are crowding out innovation and investment in climate resilient infrastructure. As a result, Libya is less able to adapt to the impacts of Climate Change. It also has the highest greenhouse gas emissions in Africa, low energy efficiency and is among the most water stressed countries in the world.The impacts of Climate Change in Libya are already apparent. A three-year drought is currently creating acute water shortages. These shortages have already resulted in the displacement of communities that have migrated to the cities. Other communities, near the coast, have experienced flooding as now it rains with increasing intensity. Heat waves, during the summer, are hotter and longer exacerbating water and electricity shortages. Given that these climate induced impacts will only strengthen with time, Libya needs to urgently strengthen its mitigating and adaptive capacities. This project supports climate action in Libya as part of UNDP’s integrated strategy to respond to the climate crisis.

Task description

Within the delegated authority and under the supervision of Project Manager or his/her designated mandated representative(s), the UNV will undertake the following tasks:• Contribute to the overall achievement of interventions under the Climate Change Project, including analysis of information in order to identify trends and gaps and propose actions, review and development of strategic documents, identification of project ideas, contribution to project proposals, annual work plans, and other documents as requested by the Project Manager.• Provide support to designated implementing partners at Government as well as non-Governmental organizations for delivery of Climate Change related project activities (e.g. regularly following up with partners, visiting field sites to monitor progress and provide feedback to the team, drafting of reports, meeting minutes, revision of consultants/partners reports).• Contribute to monitoring and evaluation processes, by collecting and analyzing data and information, and ground truthing reports from partners through field visits and observations.• Networking and building relationships with government, international and national development partners, NGOs and CBOs, as well as supporting relevant platforms.• Assisting with the development of communication outputs, including for (social) media, the UNDP website, World Volunteer Web site.• Any other related tasks as may be required or assigned by the supervisor.Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.Results/expected outputs:• As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:• Inputs provided to development of strategic documents, contributions to projects design / project proposals development, data analysis, revision of strategic documents, as well as for communication outputs.• Support provided to Government and non-Government partners to develop capacity for mainstreaming Climate Change issues in policies, strategies, and action plans.• Relationships built and maintained with partners, and relevant platforms supported.• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
