BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Syria has been in an ongoing crisis for the past 13 years, which has had a major impact on the population and infrastructure. In recent years, the country has experienced the effects of a series of global and local events, including the Lebanon financial crisis, the COVID-19 pandemic, the Russian-Ukrainian war, a Cholera outbreak, the Earthquake of February 2023, and various climatological events such as droughts, wildfires, and flash floods.

 

In an unstable and constantly changing setting, it is essential for the WFP to possess the necessary systems, tools, and technologies to promptly and accurately address each emerging circumstance. Every event occurs within a specific location, signifying that the geographical aspect serves as the common thread connecting all the diverse elements for effective planning and well-informed decision-making.

 

As the political situation in Syria and the region is changing, there is an increased need for an early recovery response approach that can provide sustainable development and food security to the vulnerable population. In planning these strategies, it is important to incorporate targeting, anticipatory action methodologies, trend analysis of natural shocks, and other elements through a geographical lens.

 

WFP Syria Country Office (CO) has invested in its Geospatial capacity for the last three years. The GIS officer, under the supervision of the Head of VAM, supports the whole of Syria's Operation with data collection, geospatial analysis, and visualizations. At the same time, it provides capacity building activities for WFP and its partners, as well as building and fostering collaborations with other GIS entities in Syria and spearheading joint initiatives with them that bring mutual benefits to the organization.

 

Against the background, the Syria Country’s Office VAM Section seeks an experienced, resourceful, strategic, and dynamic professional with experience in the Syrian context, who will lead and be in charge of the above-mentioned activities and bring tangible progress in the areas described above. They should have the necessary expertise to make advancements and achieve concrete results in the specified areas.
 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Syria Head of VAM Unit, the GIS Analyst will be responsible for:

 

  1. Produce maps and conduct spatial data analysis on climate, food security, operational information, impact assessment, gap analysis, and service area analysis.
  2. Maintain and participate to the development of Country Office VAM Unit’s spatial data infrastructure (ArcGIS Online) and establish linkages to the Regional/HQ infrastructure in close coordination with relevant teams at RBC and HQ.
  3. Contribute to the development of CO and Field Offices' staff, and partners capacity on GIS applications, mapping, geospatial vulnerability analysis as well as data management and visualization.
  4. Provide support in the collaboration with the GIS teams in HQ to conduct the annual Integrated Context Analysis (ICA), the AIMS analysis, and other projects such as the Yield and Crop Type analysis/mapping.
  5. Produce timely bulletins and analyses on seasonal weather patterns, (Syria Seasonal Monitor) to inform Early Warning and operational planning at the national and sub-national levels.
  6. Support COs in implementing innovative geotargeting approaches using geospatial data, to inform the geographical targeting and prioritization of WFP interventions.
  7. Develop and maintain existing VAM information management products, incl. interactive dashboards and story maps on WFP operations, targeting, food security, climate, security context etc.
  8. Assist in the implementation of the Geospatial Strategy for WFP Syria CO.
  9. Assist in the implementation of the Memorandum of Understanding with General Organization of Remote Sensing and collaborate on joint analysis and projects for the estimation of the impact of climate change on food security in Syria.
  10. Update and maintain the inventory of GIS/Remote Sensing (RS) datasets and maps to ascertain data/map needs and gaps while identifying new data sources to ensure data preparedness for timely solution and response and to enable informed decision making by management.
  11. Other duties as required by the Head of VAM Syria CO.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Geography, Geoinformatics, Computer Science, or any other related subjects with one year of related work experience, or First University Degree with additional years of related work experience.

 

Experience: At least 1 year with an Advanced University degree, or at least 3 years with a First University degree of related work experience in GIS (e.g ArcGIS, QGIS), Remote Sensing (Google Earth Engine), and analysis, providing GIS trainings.

 

Languages: Fluency in both oral and written communication in English and Arabic.

KNOWLEGE AND SKILLS

  • Good knowledge in the usage of GIS Software (QGIS, ArcMap, ArcGIS Pro) for the creation of maps and the conduction of spatial analysis.
  • Good knowledge in the usage of geospatial tools and software (Google Earth Engine, ESRI suite) for analyzing satellite imagery.
  • Adequate knowledge in using ArcGIS Online to build interactive platforms and story maps. 
  • Experience in giving GIS and Remote Sensing trainings. 
  • Understanding of programming languages and its usage for automated processes and workflows (python, JavaScript) will be considered an asset.
  • Communication and detail: Excellent written and verbal communication skills in English and Arabic; high attention to detail; analytical skills; ability to meet deadlines and work under pressure as part of a team; ability to work independently while asking questions and seeking support in a fast-paced environment.
