Mission and objectives
The United Nations Conference on Trade and Development (UNCTAD) was established in 1964 by the United Nations General Assembly as an intergovernmental organization intended to promote the interests of developing states in world trade. UNCTAD is the part of the United Nations Secretariat dealing with trade, investment, and development issues. The organization’s goals are to: "maximize the trade, investment and development opportunities of developing countries and assist them in their efforts to integrate into the world economy on an equitable basis". UNCTAD reports to the UN General Assembly and United Nations Economic and Social Council.The primary objective of UNCTAD is to formulate policies relating to all aspects of development including trade, aid, transport, finance, and technology. The conference ordinarily meets once in four years; the permanent secretariat is in Geneva.
Context
UNCTAD is implementing the Single Window for Export and Import Operations, based on the ASYCER platform. The specific ICT services are required for participation and support of development of frontend interfaces for governmental agencies involved in the Single Window, designing intuitive frontend interfaces that allow for the governmental agencies' users to easily interact with the integrated Single Window system, structuring the interfaces according to user roles or each new Single Window component, enabling Single Window users with front end functionalities for a seamless access to financial and economic data, tools, and functionalities, ensuring visually appealing and consistent design for the interface, considering the branding guidelines of different agencies, using appropriate color schemes, typography, and imagery to enhance the user experience and convey important information effectively within the Single Window platform, provide assistance to ASYCUDA team in testing, fine-tuning and further deployment of the developed Single Window components.Under the supervision of the project officer of UNCTAD / DTL / ASYCUDA Regional Coordinator for Eastern Europe and Central Asia, the IT Consultant will undertake the following duties:• Quality assurance of Single Window components, both frontend and backend, to ensure compliance with beneficiary requirements and high-level standards for governmental ICT systems;• Testing of final versions of trader registration in the ASYCER, using a separate business unit with limited rights as per functional/technical specifications provided by UNCTAD;• Testing of the final version of the ASYCER application for Electronic Certificates of Conformity, following UNCTAD's functional/technical specifications and approval from the competent ministry/agency;• Testing of the final version of the ASYCER application for Electronic Phytosanitary Import Certificates and Phytosanitary Quarantine Permits, developed according to UNCTAD's functional/technical specifications and approved by the competent ministry/agency;• Testing of the final version of ASYCER Electronic Procedure Permits Compliance in the Field of Sanitary and Epidemiological Well-being, developed based on UNCTAD's functional/technical specifications and approved by the competent ministry/agency;• Testing of the final version of the ASYCER application for permits related to the import/export of ozone-depleting substances and products, following UNCTAD's functional/technical specifications and approval from the competent ministry/agency;• Preparation of technical testing reports and involvement in debugging/fine-tuning of Single Window components by the developers' team.
Task description
• Tested final versions of trader registration in the ASYCER backend, utilizing a separate business unit with limited rights, and adhering to the functional/technical specifications provided by UNCTAD.• Tested the final version of the ASYCER application for Electronic Certificates of Conformity, following UNCTAD's functional/technical specifications and approval from the competent ministry/agency.• Tested the final version of ASYCER Declarations of Conformity, integrated with Certificates of Conformity, by UNCTAD's functional/technical specifications and approval from the competent ministry/agency.• Tested the final version of ASYCER application for Electronic Phytosanitary Import Certificates and Phytosanitary Quarantine Permits, developed according to UNCTAD's functional/technical specifications and approved by the competent ministry/agency.• Tested the final version of ASYCER Electronic Procedure Permits Compliance in the Field of Sanitary and Epidemiological Well-being, developed by UNCTAD's functional/technical specifications and approved by the competent ministry/agency.• Tested the final version of ASYCER application for Permit for import/export of ozone-depleting and other substances and products, developed according to UNCTAD's functional/technical specifications and approved by the competent ministry/agency.
