Overview

The Logistics Officer, working with and under the Administration Manager, will provide operational and administrative support to Jhpiego Ethiopia country office. He/she will work closely with the operations and program team to ensure the smooth running of day today business. This will include stock materials management, fixed asset management, utility and other administrative and clerical tasks.

Responsibilities

 

Materials Management

  • Plan store space and loading\unloading labor based on purchase order.
  • Reconciliation of the specified need and incoming materials at least for “5Rs” right quality, right quantity, right price, right supplier and right time.
  • Properly and safely arranging materials in store.
  • Supervising on bin card and the stock card updating consistently upon in & outflow of goods and materials.
  • Before issuing of goods and materials, reviewing store requisition and goods issue note whether the materials are requested and approved by a right person for the intended purpose or not.
  • Issuing the material and transferring the responsibility by securing signature and keeping the record.
  • Special hand-over document, record keeping and controlling mechanism is applied if the material is fixed asset, for donation, of high value …etc.
  • Ensuring that all donation materials are distributed as per Jhpiego requirements and necessary document are fulfilled and properly maintained.
  • Implement distribution or dispatches of materials to partners and external offices.
  • Ensures that stores are cleaned, and stocks are secured properly.
  • Proposes disposal of damaged, obsolete, expired materials.
  • Prepares purchase requisition to replenish materials on time in order to avoid stock out.
  • Conduct self-physical count of stock of the organization and submit the report to management on quarterly basis. And work with the inventory committee to execute annual stock count.

Fixed Asset Management

  • Assigning fixed asset tag for fixed assets and use the mobile app to perform annual physical inventory and asset verification.And         ensure all assets are tagged properly at all times.
  • Issuing the asset to the custodians securing approval and receiver signature on the standard fixed asset handover document.        Receiving back while return, with careful physical and technical inspection referring the base document.
  • Special and close control over assets not permanently assigned to responsible staff but used temporarily by individuals, groups or by the organization as a whole
  • Issuing and collecting back fixed assets categorized for floating with careful physical and technical inspection, filling and updating temporary fixed asset loan format for each & every movement
  • Provide a copy of voucher whenever receiving or issuing assets
  • Physical self-counting or with team on quarterly basis, or less frequently when required of all fixed assed inventory and producing exhaustive report to management for different decisions. To ensure this, s/he works in a close collaboration with the store clerk who is in charge of keeping the record system up-to-date.
  • Participates and facilitate for annual physical inventory and regular stock takes.
  • Execute tasks as required by Jhpiego inventory and asset management policy

Utility Management

  • Track and Ensure monthly office and expat house utility bills (Telephone, Internet, Water & Electricity) are collected and payments made on time; document and maintain a database of payments.
  • Facilitate printing of different office templates (pads, letter heads, etc),
  • Ensure availability of sufficient office supplies for office use.
  • Ensure outsourced staffs are providing the service at the required level and provide clear guidance to them based on Jhpiego Policy and Procedures.
  • Manage work space arrangements for staff, configuring office and common areas.
  • Collect invoices and effect payments for the office monthly bills including electricity, water, telephone and broad band internet per the respective offices payment schedule to the concerned office.
  • Work with the vendor’s performance related with the office security & cleaning company.
  • Prepare quarterly store inventory report and forward to Administration Manager on time
  • Providing general administration support to operations section.

Required Qualifications

  • BA Degree in Supplies Management or related field
  • At least 5 years of experience in Logistics/Store Management or procurement related areas, preferably in an international NGO
  • Demonstrated capability of Stores Management systems
  • Good computer skills, including MS Word, Excel, e-mail/outlook.
  • Demonstrated ability to work collaboratively with colleagues, and excellent interpersonal skills
  • Ability to work proactively, organize and manage own work and assist others to do the same

 Note: -

  •   Basic starting Salary per year : USD 14,299  (subject to income tax and pension contribution)
