What we are looking for:

NRC Palestine is seeking for a talented Monitoring Evaluation and Learning Manager to provide strategic guidance, develop systems and tools as the leading expert advising senior personnel. Responsible for ensuring a system thinking approach, incorporating digital and innovative ways to tackle existing challenges to reach the set goals and ambitions of the Country Office.

What you will do:

  • Support NRC Palestine’s implementing partners with best MEL practice, ensuring alignment of systems and accurate reporting.
  • Technical Line management of the Complaints and Feedback Mechanism Coordinator, advising on the workstream and ensuring organisational follow up and accountability. 
  • Contribute to the development of project proposals, various types of donors and institutional reports
  • Ensuring learning moments are institutionalized, with systems in place for analyzing and using data and supporting programmed managers to interpret and use learning for strategic and programmed decision making. This includes contributing to the development, learning and adaptation of multi-year programmed strategies and organizational strategic reviews.
  • Working within the global guidelines for monitoring outputs and outcomes in emergency response, as well as hard to reach interventions, support core competencies to adopt suitable MEL approaches in line with best practice.
  • Provide technical guidance on external evaluations and after-action reviews to ensure all members of the steering committee and external consultants are aware of organisation guidelines, policies, tools and templates. Ensure quality oversight on all evaluation processes. 
  • Advise the country office on information management solutions that are required for MEL, both from the global level as well as from the country level. 
  • Travel frequently to field locations, areas of implementation and partner offices to provide hands on technical support and oversight of MEL operations. 
  • Advocate for MEL minimum standards and compliance at the country level and liaise with direct line and technical line managers to try offer solutions to ensure such standards and met and/or exceeded. 
  • Working with the Head of Programmes determine suitable MEL indicators and initiatives for the country office, which aim to advance the country in terms of MEL practice.
  • Support Advocacy and Comms staff with appropriate use of data (internal data as well as new data) to support advocacy ambitions. 
  • Ensure harmonization of monitoring approaches across both area offices, to enable analysis and reporting to be consistent across programmes and locations. 
  • Provide tailored solutions for programmes to track learning and recommendations, ensuring that learning moments are institutionalised across Project Cycle Management. 
  • Work with senior Programme staff to increase data literacy and familiarization of use of data and evidence as an approach towards strategic planning. Advocate for programme learning and raise concerns to management when learning seems to be lacking. 
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.

What you will bring:

  • Advanced degree in economics, research methods, social sciences or a related field.
  • At least 3-5 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes 
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches. 
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills.
  • Advanced experience in qualitative and quantitative data analysis and tools  
  • Experience within supporting MEL for one of NRC’s core competencies is an asset. 
  • Experience of working in complex and volatile contexts. Knowledge of the Palestine context 
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Arabic language is an asset.

What we offer:

  • Duty station: Jerusalem, Palestine
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: 40 %, (within the West Bank, Gaza and the region)  
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
