1.Purpose of consultancy
The main objective of this consultancy is to develop a National Quality Policy/Strategy and associated action plan in support of national efforts to advance towards Universal Health Coverage in Jordan.

2.Background

Jordan is dedicated to realizing Universal Health Coverage (UHC) within the framework of the Sustainable Development Goals (SDGs). The country's overarching Economic Modernization Vision prioritizes the enhancement of public services, particularly emphasizing the quality of health services and the equitable distribution thereof. Consequently, the Ministry of Health's Strategic Plan for 2023-2025 has identified strategic goals, emphasizing the promotion of primary healthcare services and the enhancement of service Quality and equity across all levels.

A comprehensive situational analysis was conducted by WHO to assess the existence of a National Quality Policy and Strategy in Jordan. It serves as a reflection on the current state of Quality and Patient Safety within the Jordanian healthcare system. It involves a comprehensive situational analysis, including the examination of essential national documents, a review of various data sources to understand the actual performance of the health system, on-site observations at the frontline and facility levels, and the collection of information from focus group discussions.

The situational analysis revealed key priorities including governance and accountability, data standardization and integration, workforce training, adverse event reporting framework, evidence-based practice implementation and Patient and community engagement among others.

The purpose of this activity is to provide technical support to MoH on developing a national Quality and Patient Safety {policy/ Strategy guided by the priorities identified in the situation analysis.

3.Work to be performed

The consultant is expected to work both independently and in close communication and coordination with the Health System Team at the Jordan WCO, as well as counterparts at the MOH, in the development, consultation, and finalisation of the following final documents:

1)Guiding multi-stakeholder framework for Quality Improvement in Jordan

2)Quality Improvement Policy and Strategy

Output 1: Propose a clear conceptual but practical quality improvement framework guiding the implementation of the quality strategy for a complex set of national stakeholders.

Output 1.1: Develop a quality improvement framework on the basis of the desk review and consultations with MOH and other stakeholders as well as WHO guidance. The framework will apply a health system perspective with a view to contextualising good international and scientific practices in practical quality improvement to the specific institutional and service delivery challenges in Jordan.

Output 2.1: Suggest and organize meetings, consultations, site visits and workshops jointly with MOH counterpart and WCO Health Systems Team.

Deliverable 1: A draft Quality Improvement framework providing a recommended approach to coordinated action by all relevant stakeholders in order to operationalize Jordan’s existing vision and strategic goals.

Output 2Develop a draft policy/ strategy for strengthening the system and sector-wide measures to systematically improve the quality of health services and equitable access at all levels, by all providers and across all regions of Jordan

Output 2.1: Consult with relevant stakeholders and capture agreements on a realistic, achievable, and actionable policy and strategy to be translated into an agreed, practical, and realistic action plan with associated division of responsibilities.

Deliverable 2: A draft policy and strategy as a basis for coordinated, concrete actions for all stakeholders to work towards the same objectives and as part of the same framework

Output 3: Consolidate and adjust the draft quality framework (deliverable 1) and draft policy and strategy (deliverable 2)

Output 3.1: Conduct consultations with all stakeholders in Jordan’s health system, including public, private and non-profit/international sectors to solicit feedback related to the draft quality framework and to the draft policy and strategy

Output 3.2: Consolidate feedback and integrate stakeholders’ contributions toward a final agreed, system-wide policy and strategy for public, private and non-profit/international sector stakeholders.

Deliverable 3: A consolidated quality framework to guide and clarify multi-stakeholder coordinated action to implement the policy and strategy.

Deliverable 4: Final Policy and strategy that incorporates the final shared understanding of all relevant stakeholders regarding their respective roles and common strategy.

4.Qualifications, experience, skills and languages

Educational Qualifications:

Qualifications required:

Master’s degree in health policy and systems, healthcare quality, or related field

Experience:

Minimum 7 years of experience with the science and practical application of quality improvement in different health systems

Skills/Technical skills and knowledge:

  • Health system governance and policy, service delivery management and organisation
  • knowledge translation and facilitation of change in public sector environments to generate consensus across bureaucratic contexts
  • Evidence-informed policymaking
  • Facilitation experience and skills


Languages and levels required:

Expert level in English (Read - Write - Speak), Expert level in Arabic (Read-Write- Speak)

5.Location

Amman –Jordan

6.Planned timelines (Subject to confirmation)

Start date: 15/03/2024

End date: 15/9/2024

Working days: 30 days

7.Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8.Travel

The Consultant is not expected to travel.
