PHILIPPINES: PROJECT DEVELOPMENT CONSULTANT (AGRI-WASTE CIRCULAR ECONOMY)

INTRODUCTION TO GGGI

GGGI seeks to recruit a Project Development Consultant who will support the implementation of the ROK’s Green ODA strategy by supporting the development of one GCF project concept note and the related pre-feasibility study in reflection of the sectoral needs assessment on Agricultural Waste Circular Economy, with full consideration of the guidelines published by the GCF. 

 

PROJECT BACKGROUND

The Republic of Korea (ROK) has made efforts and contributions to demonstrate international leadership in tackling climate change through the Green ODA strategy. In line with the national strategy, the Korea International Cooperation Agency (KOICA) supports improving capabilities in developing countries to address climate change by increasing climate action through projects to promote the achievement of SDGs, specifically SDG13 in partner countries. The “KOICA-GGGI GCF Project Development” (the “Project”) has stemmed in pursuit of the KOICA, a new GCF Accredited Entity. The Project, funded by KOICA, aims to achieve the following priorities:

  • Co-develop GCF project ideas and concept notes that will get access to GCF finance
  • Support to enhance KOICA’s leadership on the Green ODA, increasing contributions to green-related international organizations, including the Green Climate Fund and the Global Green Growth Institute;

KOICA and GGGI signed an agreement in December 2022, to initiate the Project, which will be carried out until December 31, 2024. GGGI will take the lead in developing two in-depth sectoral needs assessment reports, two Project Concept Notes (CN), two Pre-feasibility studies (PFS), and one Final Financial Report. GGGI has hired a Consulting Firm to support the implementation of the PFSs and the design of the PCNs.

 

OBJECTIVES OF THE ASSIGNMENT

The Consultant will support the implementation of the ROK’s Green ODA strategy by supporting the development of one GCF project concept note and the related pre-feasibility study in reflection of the sectoral needs assessment on Agricultural Waste Circular Economy, with full consideration of the guidelines published by the GCF. The Consultant will be involved in the project’s development from the initial stage, and ensure due consideration of the donor’s perspective as well as opportunities offered by Korean sectoral and technical expertise. The Consultant will also monitor and track the donor’s feedback to ensure the donor’s requirements are appropriately reflected. The identified concept note should enable access to GCF finance and support the expansion of KOICA’s green ODA project portfolio. The Consultant will work closely with KOICA, GGGI HQ, and GGGI Philippines team to underpin the logic of the project structure and activities. The Consultant will specifically act as an intermediary between KOICA and GGGI to ensure effective communication and quality development of the project. The Consultant will have to submit a timesheet monthly and meet the deadlines for the requested deliverables indicated in the agreement between KOICA and GGGI.

 

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work

The Consultant will be reporting directly to the GGGI Philippines team and to the GGGI Korea Liaison Unit, and will be responsible for the following activities on a daily basis:

  1. Engage in the development of a Concept Note
  • Discuss and engage in the finalization of the project concept based on the Agri-waste Circular Economy sectoral needs assessment and consultation with relevant stakeholders
  • Participate in the development of the Project Concept Note that should enable access to GCF finance in close cooperation with KOICA, the GGGI Philippines team, and the consulting firm hired by GGGI
    • Provide expertise and feedback to the CN from the donor’s perspective, such as alignment with the KOICA’s project selection criteria, lessons learned from previous KOICA projects, and linkage between Korean expertise or technology and the project
    • Share detailed insight into how Korean ODA policies/priorities, and Korea’s technology regarding Agri-waste/CIRCULAR ECONOMY could be embedded in the CN

2. Support the development of a Pre-Feasibility Report

  • Engage in the development of a Pre-Feasibility Report in cooperation with the GGGI Philippines team and the consulting firm based on the draft Concept Note
    • Ensure that donor requirements and options for utilization of Korean technology are taken into account in the analysis of information and data from secondary sources, evaluation reports, and technical studies, statistics, and information for the preparation of the pre-feasibility study
    • Conduct internal and external review processes on behalf of KOICA and engage relevant sector experts and GGGI thematic team leaders before the submission, for quality assurance.

 3. Monitor, track and evaluation of outputs

  • Monitor, track, and review the deliverables based on the guidelines and feedback from KOICA and GCF
  • Follow up on the status of the deliverables with regular updates and participate in strategy and report development discussions, as well as update meetings with KOICA to discuss the project progress status
  • Communicate with KOICA, GGGI Philippines team, and the consulting firm on a regular basis to ensure alignment between relevant stakeholders

Total fee: up to USD 20,000 depending on the candidate’s credentials 

 

EXPERTISE REQUIRED

The description of the required expert may be split into the following parts:

  • At least 7 years of professional experience or expertise in relevant sectors, including Agri-waste management and Circular Economy in Korea. A background in Natural Resource and Environmental Management is an advantage;
  • An advanced university degree (master’s degree or equivalent) in Agriculture, Agri-business, Waste Management, Circular Economy, or related areas;
  • Experience in working with KOICA or Korean government institutions;
  • Experience in developing or evaluating Project Concept Papers, GCF Concept Notes, or successful project proposals;
  • Strong analytical skills and experience in developing technical reports including undertaking research, primary and secondary data collection, analysis, and report writing especially in the area of climate change
  • Ability to work/deliver independently with minimal supervision;
  • Good interpersonal skills, and ability to work collaboratively with colleagues from diverse cultural backgrounds;
  • Excellent English and Korean communication and writing skills;
  • Proficiency in standard Microsoft Office and Hangul Office;
  • Experience in International Organizations, development agencies, government, private sector, or non-profit sector.

Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
