Mission and objectives

UNODC’s agenda is achieved by implementing activities organized by programmes operating at the global, regional, and national levels. UNODC offers development assistance and encourages multilateral cooperation to: • Strengthen capacity to confront challenges related to transnational organized crime. • Tackle corruption and its devastating impact on societies. • Strengthen crime prevention and build effective criminal justice systems. • Support member states in implementing a balanced, comprehensive, and evidence-based approach to the world drug problem that addresses both supply and demand; and • Counter terrorism. UNODC’s Regional Office for Southeast Asia and the Pacific (ROSEAP) in Bangkok, Thailand serves as the hub for the organization’s activities in the region, including for programmes addressing transnational organized crime, alternative development, drug demand and harm reduction, criminal justice reform, and counterterrorism. Through these efforts, UNODC works with various government counterparts to advance the UN’s sustainable development agenda. Most projects contribute to targets under SDG 16: Peace Justice, and Strong Institutions, however many programmes work towards the targets of multiple Sustainable Development Goals.

Context

This United Nations Volunteers (UNV) assignment is part of the Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) Programme of the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific (ROSEAP) in Bangkok, Thailand. The UNODC ROSEAP Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) Programme falls under the UNODC Regional Programme for Southeast Asia and the Pacific 2022 – 2026, which is designed to address both present and emerging needs within these regions, with the ultimate objective: the rule of law in Southeast Asia and the Pacific is secured and reinforced, and vulnerable groups and communities in the region are protected from drugs and crime. In line with UNODC Strategy 2021-2025, the Programme aims to realize six outcomes: 1. Effective and evidence-based responses to the production, Trafficking and non-medical use of drugs; 2. Effective prevention of, and response to, transnational organized crime and illicit trafficking; 3. Prevention and countering of corruption and economic crime; 4. Enhanced prevention and countering of terrorism, including terrorism financing and the spread of violent extremism; 5. Fair, effective, accountable criminal justice systems accessible to all; and 6. Timely approach to crime and security threats in emergency, fragility and transition

Task description

Under the direct supervision of Regional Programme Coordinator (Human Trafficking and Migrant Smuggling) at the UNODC Regional Office for Southeast Asia and the Pacific, the UN Volunteer will undertake the following tasks: 1. Assisting in the design, planning and implementation of regional TIP and SOM projects and delivering technical assistance activities in Southeast Asia and the Pacific region related to anti-Human Trafficking and Migrant Smuggling including: • Support the planning and implementation of existing projects in the SEA region, in particular the Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia as well as other ongoing projects related to TIP and SOM • Support the development of new projects to address emerging forms of trafficking, Migrant Smuggling, and/ or reported capacity gaps by states • Prepare and contribute to field missions and capacity-building activities, including workshops and trainings in the SEA region; • Prepare detailed work plans and accompanying budgets and budget revisions for the timely and realistic achievement of project objectives, and monitor expenditures; • Ensure timely project review, revisions, monitoring and completion of related reporting obligations; • Ensure timely and accurate submission of progress and financial reports; • Perform other work-related duties as required. 2. Contributing to the overall work of UNODC ROSEAP anti-Human Trafficking and Migrant Smuggling portfolio, including: • Assist in consultations/needs assessments with the countries and other stakeholders in the region; • Prepare technical presentations, draft various written outputs such as project progress reports, donor reports, background papers, letter of invitations, mission reports, briefing notes, web stories, op-eds, etc. • Contribute to research and analysis on anti-Human Trafficking and Migrant Smuggling and related matters (including legislative and policy research) • Liaise with ROSEAP staff and relevant UNODC Headquarters’ Branches and Sections, as well as with other relevant international, regional, national, and non-governmental actors, to facilitate programme implementation and create synergies/partnerships. • Promote and strengthen collaborative initiatives between UNODC and other UN agencies, CSO in the region and other relevant stakeholders In addition to the above duties, the UN Volunteer may be required to undertake other relevant duties as may be assigned by the UNODC ROSEAP through his or her immediate supervisor. The work and conduct of the UN Volunteer, particularly during missions in the region, will be subject to and consistent with the rules and instructions provided by the UN Department for Safety and Security, as well as other UN actors involved in staff safety. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
