JOB PURPOSE

Provide support in Research and Learning initiatives for generating quality evidence to demonstrate WFP’s impact on the lives of beneficiaries and to inform policy, strategy and programme design and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Unnder the direct supervision of M&E lead in Dhaka and the overall supervision of Head of Research, Assessment, and Monitoring (RAM), the RAM officer will lead the development and implementation of Research and Learning activities.

  1. Contribute to the management of evaluation processes to support the production of independent, credible evidence that meets high professional standards in line with WFP’s Evaluation Quality Assurance System (EQAS) or WFP’s research standard.
  2. Assist in sourcing, hiring and supervising external consultants to ensure the production of research/evaluations that meet research or evaluation requirements.
  3. Engage with stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
  4. Support CO’s learning culture of accountability and Learning through analysis of evaluation evidence and lessons; preparation of syntheses and/or summaries of evaluation findings and recommendations; and contribute to preparing presentations of these, adapting messages to specific audiences and platforms.
  5. Work with internal including programme and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design.
  6. Support in designing creative, innovative, and visually appealing data products to incorporate into internal and external reporting. Develop ideas to present M&E reports, findings, recommendations, briefs, and other products to management and partners.
  7. Ensure high quality of all reports generated from the Unit and maintain prompt delivery timelines.
  8. Research and analyze different policies and studies under Research Assessment Monitoring (RAM) unit and generate synthesis and Learning to inform policy, strategy, programme and/or project design and support provision of clarification/advice on evaluated issues.
  9. Keep abreast of methodological developments in evaluation and contribute to the development of evaluation methodologies and tools to support continuous improvement in evaluation processes.
  10. Organize learning events for sharing programmatic feedback.
  11. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Experience:  A minimum of five years of postgraduate professional relevant work experience in development or humanitarian work such as Monitoring, Evaluation, Programme/project design and/or management, needs assessment, research, reporting, etc. Out of the minimum five (5) years of the above-mentioned experience, at least three (3) years of strong professional experience leading teams in areas of monitoring and/or evaluation is needed.

 

Education: Advanced University Degree (Master or equivalent) in Economics, Social science, Statistics, Development studies, or other relevant discipline.


Language: Working knowledge (proficiency/Level C) of English is required.
 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in using a variety of quantitative and qualitative analytical tools, methods and approaches.  
  • Good understanding of results-based management principles and practices. 
  • Knowledge of evaluation ethics and is able incorporate ethics into evaluation processes. 
  • Solid knowledge about Norms and Standards for Evaluation, ability to communicate the essentials of the norms and standards to others and apply them appropriately. 
  • Solid practical knowledge on how data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting
  • Ability to develop monitoring systems and databases including preparation of data collection, analysis and reporting tools.  
  • Ability to work with relevant technology, procedures (e.g., web-based databases, other statistical applications) to produce in-depth analysis and develop and share quality reports and visualizations. 
  • Good knowledge of programme design, implementation and operational challenges in food and nutrition security. 
  • Experience in building capacity through formal and informal training processes, including developing documentation and training materials. 
  • Solid knowledge of human rights and gender equality and is able to ensure that evaluation design, questions and analysis incorporate this knowledge.
