Mission and objectives

Guided by the 2030 Agenda principle of “leaving no one behind”, UNICEF Rwanda under the current country programme will contribute to five priorities under the social transformation pillar of the National Strategy for Transformation 2017–2024: (a) Ensuring access to quality health for all; (b) Reducing malnutrition; (c) Ensuring access to and improving the quality of education; (d) Moving towards a modern Rwandan household, and; (e) Enhancing graduation from poverty and promoting resilience.The country programme will be implemented as part of the United Nations Development Assistance Plan 2018–2023 (UNDAP II), specifically contributing to Strategic Result Area 2: Social Transformation.

Context

UNICEF and NISR have established a long-standing partnership to strengthen official statistics through the 3rd National Strategy for the Development of Statistics in Rwanda (NSDS). The priority interventions include providing technical assistance in the national surveys’ preparation, data collection, data analysis, and report writing as well as data communication and dissemination (publication). In 2021, NISR produced the 5th Demographic Health Survey (DHS), in 2022, the Housing and Population Census was completed, and since 2023, NISR is conducting the 7th Household Living Conditions Survey (EICV). These major surveys generate worth of information for diverse and wide audiences including policymakers.Against this framework, UNICEF supports NISR to strengthen its internal capacities to enhance data communication, and dissemination (publication).

Task description

The UNV expert in charge of publication will be based at NISR office under the supervision of the Head in charge of data dissemination and ensure regular engagement with NISR communication and technical teams from various department. The UNV expert will further deliver on the following:Supporting the development and implementation of periodic data dissemination plan in collaboration Communication and publication team at NISR strategies and their implementation reports.Reviewing and assessing the current data dissemination practices including processes of statistical publishing and dissemination.Providing editorial support to ensure statistical reports produced by or with NISR meet the highest publication standards.Providing capacity building (training, coaching, and mentorship) support to NISR analysts involved in the publication process.Seeking feedback from the external audience on the uptake and usefulness of the statistical data.Provide backstopping support on any other assignment given by the supervisor.
