OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Western Pacific Region in respect of safety and security services, human resources and talent management, administration, budget and finance, supply, OSS and IT services.

The objective of the Security and Safety Services Unit is to design, develop, implement, monitor and evaluate appropriate policies and procedures to improve the security and safety of staff, assets and operations throughout the Organization.

DESCRIPTION OF DUTIES

Within the framework of WHO's Security Management Structure the incumbent will perform the following duties:

  1. Advise the Director, Administration and Finance (DAF), Regional Director and Heads of WHO Country Offices (HWCO) within the Region on relevant strategic, contextual or operational issues that may have an impact on the safety and security of WHO personnel, operations and assets.
  2. Provide relevant technical and strategic analysis on potential threats/risks to personnel/programs and ensure that appropriate safety/security information is disseminated to the relevant WPRO’s local security professionals or focal points and all mission/program managers and their personnel.
  3. Be responsible for the initial briefing, on-going training and dissemination of security information to ensure all personnel are kept abreast of matters affecting their security.
  4. Promote inclusion of security in all relevant processes and practices through engagement at the Regional and Country Office levels for informed decision making and implementation.
  5. Establish regional and country-level security structures and capacities. Review the security and safety situations in all WPRO areas of operations and decide on measures for improvements.
  6. Continuously assess security compliance and alignment with corporate processes at all levels to implement, optimize and prioritize remedial actions/efforts in adherence with the UNSMS, the UN 'Framework of Accountability' document, and the WHO Security Management Policy regarding safety/security matters that will impact WPRO's operations and programs.
  7. Maintain an overview and ensure adherence by all WHO WPRO personnel to the UNSMS Travel Request Information Process (TRIP), and other security protocols and measures relevant to the areas of responsibility.
  8. Ensure that all WPRO personnel have a working knowledge of the UNSMS Security Risk Management Measures (SRMM), Residential Security Measures (RSM), and other applicable security policies and standard operating procedures, including understanding of various UNSMS evacuation/emergency and security plans.
  9. Actively support and equip personnel with security responsibilities with an appropriate and clear understanding of operational and support functions and resources to efficiently support their responsibilities.
  10. Effectively contribute to the development of a global and Regional WHO security strategy, policies and guidance to ensure optimal security presence, capacity and activity to promote the safety and security of all WHO personnel, assets and operations.
  11. Apply effective risk and crisis management principles and procedures for developing situations, including responding to security emergencies.
  12. Participate as is practical in the development and review of the SRM process in all UNSMS SRM areas in the Region, and security planning and providing oversight for implementation as required.
  13. Represent WHO in Regional and National inter-agency meetings and promote information sharing with UNDSS, other UN entities’ Security Officers, and relevant security personnel from other organizations in the Region.
  14. Establish and maintain effective working exchanges and relationships with security officials of other international organizations, regional government counterparts and partner security services, all the region’s UNDSS offices and all appropriate security focal points, in order to ensure up to date security-related information that is beneficial to the regional overview and country specific missions and offices is obtained.
  15. Establish, maintain and grow a Regional security network composed of security personnel and security focal points among WHO personnel, providing leadership and mentorship where necessary.
  16. Support Country Offices to meet their security reporting requirements. Undertake missions to assist WHO/WPRO personnel to advise them on how best to deal with the very serious security/safety problems which confront them on daily basis.
  17. Undertake security mission to countries within the Region to become familiar with national context and specific situations, and advise the Director DAF, the Regional Director and WRs on specific issues that have security implications, specifically inclusive of political aspects/analysis.
  18. Decide on security training needs for the Region and oversee training programme to ensure Country Offices’ ability to deliver on their safety and security objectives. Provide security training for personnel at both Regional Office level and field level.
  19. In the absence of security professionals and the appointment of a Security Focal Point (SFP) in a country programme, ensure that support is generated to ensure that effective security management policies are observed and implemented.
  20. Be accountable for the development and maintenance of the regional office medevac/relocation/evacuation plans and their implementation during crisis situation and contribute to the business continuity plan of the Region.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in business administration; political/social science; psychology; international relations, or law enforcement with a focus on security management, risk management and/or related discipline. Alternatively, a military or police academy degree (at officer level) equivalent to advanced university degree, with qualifying relevant experience, will be accepted. A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the Master’s degree.

Experience

Essential: At least seven years of progressively responsible professional experience in security management, crisis management and a strong background in political and security analysis in a regional context. Experience in working in crisis and humanitarian response locations enabling programme delivery is required.
Desirable: Previous UN professional experience as Field Security Officer/Adviser. Relevant experience in the Western Pacific region. Experience in the development of global and regional security operations strategy and supporting policies and guidance. Experience in the monitoring and evaluation of security operations activities to assess and inform the improvement of activity impact. Experience in leading multi-functional and cross-geography teams.

Skills

-Relevant security training with military or police is an asset.
-Analytical and team-working skills, knowledge of UN Field Security operations
-Very good knowledge of all emergency communication means used in the field: HF, VHF, smart and satellite phones, RB-GAN, eTA and those used under the UNSMS Security Communications System.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
