Hiring Range
The Universityof California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into accountthe wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge,abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to beoffered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications andexperience. The full salary range for this position is $83,400 - $155,800. The budgeted salary or hourly range that the Universityreasonably expects to pay for this position is $111,000 - $115,000.

About the Job
Under the general direction of the Assistant Vice Provost for Academic Personnel and inconsultation with the Vice Provost, provide independent research, guidance, and policy interpretation on academic policy and programs. Usesadvanced skills and knowledge of UC system-wide and/or campus Academic HR policies and programs to address strategic Academic Personnelissues and resolve complex issues and situations. Provide high-level analysis and guidance to deans, department chairs, and their designees;provide information, interpretation, and recommendations related to Academic Personnel policies; and participate in developing new campusand system-wide procedures and practices. Provide analytical assessment and support for developing and integrating information technologysolutions related to Academic Personnel programs and processes. Provides guidance, training, and direction to other Academic HR oraffiliated unit staff members.
Key Responsibilities:
1) Serves as a functional expert in the administration andcoordination of the review, analysis, and processing of Academic Personnel transactions, ensuring compliance with policies and proceduresand protecting confidential information and documents.
2) Provides advice to academic administrators, staff, and Department Chairs;recommends strategies for addressing situations involving academic appointees and/or requests for exceptions to policy.
3) CounselsSenate and non-senate faculty and other academic employees concerning complex and/or particularly sensitive work-related or career-relatedproblems.
4) Maintains Academic Personnel records, both electronic and hard copies; prepares analytical reports from databases andspreadsheets, formulating logical and objective recommendations.
5) Serves as a supervisor for lower-level Academic Personnel andsystems team members; apprise team of unit needs; assist the Assistant Vice Provost in setting and reviewing priorities and assigning andreviewing work progress. Coordinate schedules to ensure optimal staffing coverage.
6) Develops training materials and conducts groupand individual training sessions. Recognizes issues that have campus impact or future implications and advises Assistant Vice Provostappropriately, anticipating future needs, challenges, and opportunities. Identifies and utilizes precedent-setting situations to recommendnew organizational procedures and practices.
7) Provides expert analytical support for developing, interpreting, and reviewingAcademic Personnel policies and procedures.
8) Identifies risks for conflicts with Union contracts or MOUs and recommends action toprevent circumstances that would lead to violations. Works collaboratively with Assistant Vice Provost and Employee Labor Relations inresponding to complaints and formal grievances, providing analyses and draft documents.
9) Provides support and assistance in otherAcademic Personnel functional areas as necessary.

Qualifications
  • Bachelor's degree from anaccredited university in Business Administration, Business Management, or a related area (required); or
  • Advanced degree from anaccredited university (preferred); and
  • Five (5) years of directly related, progressively responsible experience in an AcademicHuman Resources job function, or a combination of education, training, and experience. MBA is preferred and may substitute for one year ofexperience (required).
    Critical Knowledge, Experience, and Competencies:
  • Ability to communicate complexinformation effectively and persuasively, written, oral, and electronic, with diverse audiences throughout the organizationalcommunity.
  • Ability to interpret and apply policy.
  • Experience with Microsoft Word Suite, including Word, Excel, andPowerPoint.
  • Demonstrated ability to work well in teams and independently and to effectively work with staff at all levels of theorganization.
  • Knowledge of the University of California Academic Personnel Manual.
  • Experience in researching andpreparing complex reports and memos.
  • Experience speaking before various audiences with poise and confidence.
  • Knowledgeof best practices in human resources.
  • Knowledge of UCPath, COGNOS and AP Recruit.
  • General Knowledge of BusinessSystems applications and maintenance.
