Mission and objectives

The United Nations Mission for the Referendum in Western Sahara (MINURSO) was established by Security Council resolution 690 of 29 April 1991 in accordance with settlement proposals accepted on 30 August 1988 by Morocco and the Frente Popular para la Liberación de Saguia el-Hamra y de Río de Oro (Frente POLISARIO).The settlement plan, as approved by the Security Council, provided for a transitional period for the preparation of a referendum in which the people of Western Sahara would choose between independence and integration with Morocco.The Special Representative of the Secretary-General was to have sole and exclusive responsibility over matters relating to the referendum and was to be assisted in his tasks by an integrated group of civilian, military and civilian police personnel, to be known as the United Nations Mission for the Referendum in Western Sahara.

Context

The United Nations for the Referendum in Western Sahara has its headquarters in Laayoune, Western Sahara with 9 Team sites in the mission area. The Transport section is within the Service delivery Pillar of MINURSO, responsible for the management of technical and logistical support services to all Mission components through planning, coordinating, and delivering integrated technical and logistical services including management of staff, assets, and budgetary resources in accordance with UN rules and procedures.

Task description

• Assist in monitoring the distribution of mission transport assets by preparing and updating monthly vehicledistribution lists.• Assist in maintaining records of transport assets in the fleet management databases.• Assist in Coordinating the Mission Vehicle Establishment Committee (VEC) meetings.• Participate in the technical evaluations of bids received from vendors through the Procurement Unit.• Provide inputs of generic technical specifications for mission transport assets for the formulation of SORsand SOWs for establishment of transport related contracts.• Ensure that transportation equipment is returned in good working order on check-out by outgoingpersonnel.• Ensure that monthly trip reports and CarLog statistics of the mission vehicle fleet are processed in timeand in accordance with the established procedures and guidelines.• Process and provide routine Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehiclefleet as and when requested in case of an accident and in accordance with the established proceduresand guidelines.• Provide technical support to the team of mechanics with regards to ensuring sufficient stock of vehiclespare parts at the team sites.• Conduct regular inventory checks of the Transport Warehouse stocks in remote locations (Team sites).• Process new issues and renewals of UN driving permits for UN personnel.• Ensure that databases to monitor the Mission personnel in possession of UN driving permits aremaintained.• Participate in the development Standard Operating Procedures (SOPs) and guidelines for the TransportSection.• Assist with the collection and analysis of data as well as preparation of data presentations and reports forinformation sharing, responding to queries, knowledge management, planning and decision making.• Assist in the preparation of demand forecast plans for the purchase of technical assets required byTransport Section including but not limited to spare parts, tyres and workshops equipment.
