Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.

Context

The project Harnessing the potential of vulnerable groups for stabilization and recovery of eastern and southern regions of Ukraine has been designed to provide comprehensive support across three interlinked strategic directions: the re-establishment/enhancement of security service provision, including in areas that were significantly affected by the war and temporarily not under the control of the Government of Ukraine; the creation of inclusive and participatory mechanisms for community-led reintegration of veterans and their family members, enhancing service provision to the veteran community while at the same time unlocking their social and human capital to the benefit of community recovery; and supporting the meaningful engagement of women, and especially young women, in planning, implementation, and monitoring of recovery processes, in supporting the social fabric and resilience of their communities, thus unlocking the gender transformative potential of the recovery and social cohesion processes. The project is generously funded by the Government of Germany through the Stabilization Unit within the German Federal Foreign Office and by the Ministry of Foreign Affairs of France.The Community Security Associate will be responsible for assisting and supporting in the management and oversight of the activities that engage with security service providers, including but not limited to the State Emergency Service of Ukraine, the National Police, firefighting brigades (both professional and volunteers), community police officers, Border Guards, and civil society service providers at national and subnational level, to address emerging needs brought by the war, and support progressive stabilization across project implementation regions in eastern and southern Ukraine.The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Task description

Under the direct supervision of the Rule of Law and Community Security Specialists based in Dnipro and Poltava, operational supervision of the Community Security and Social Cohesion Coordinator, and overall supervision of the Community Security and Social Cohesion Specialist, the Community Security Associate will support and contribute to the implementation of all Community Security and community policing activities in selected oblasts.The Community Security Associate will be responsible for:• Support the project's activities implemented by the Community Security and Social Cohesion team with a focus on Community Security.• Assist the project team to mainstream Community Security and human rights issues into the project' priorities.Specifically, s/he will perform the following tasks:Support the delivering activities envisaged in the area of Community Security:• Drafting of relevant project documents (memos, briefs, talking points, meeting debriefs, minutes, etc.) and other reporting related to the Community Security area.• Participate in monitoring and reporting activities.Participate in implementing the area- and community-based approach:• Logistical support in organizing trainings, study visits and other capacity development interventions for CSOs and partners at different levels.• Participate in small-grants facility' implementation by assessing proposals, identify issues, risks, priorities, and opportunities that support implementation of small-grant activities.• Assist in monitoring of beneficiaries of the Small Grants Facility.Provide support to the project management and implementation:• Prepare regular updates (written and verbal) on Project progress, including challenges and lessons learned for supervisors.• Draft inputs for regular Project reports to the donor and M&E activities.• Perform other duties as required.
