ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme's mission in Cameroon to Saving Lives, Changing Lives.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Buea Field Office, South Wet Region, Cameroon: WFP Cameroon Country Office is seeking to fill the position of Head of Field Office at the P3 Level, based in Buea. The position will report to the Emergency Coordinator and Country Director through the Deputy Emergency Coordinator and Head of Field Office, Bamenda. He/she works in close coordination with CO activity managers and heads of different functional units. The position will lead a team of over 15 staff including both national and international.

The head of field office will ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities including resilience in L2 emergency context/crisis area in his region. A large emphasis is placed upon building and maintaining relationships with local authorities, UN agencies OCHA (United Nations Office for the Coordination of Humanitarian Affairs) and other partners in the area to reinforce WFP’s visibility.

The crisis in the Northwest and Southwest regions, has led to a complex humanitarian emergency with 2.3 million people (50% of the population) in need and displacement of up to 720,000 people as a result of violent attacks on populations and their properties, killings, arbitrary arrests and sexual violence, including of women and children. Over 400,000 people living in the Southwest region are considered to be food insecure.

WFP provides monthly unconditional food assistance to severely food insecure and internally displaced persons working in close cooperation with the food security cluster and NGO partners. WFP also provides specialized nutritious food to help pregnant and lactating women and their children to fight and prevent malnutrition. 

DELIVERABLES AT THE END OF THE CONTRACT

Over 80,000 vulnerable people assisted monthly through general food distributions, Nutrition programme fully implemented, CBT activity well managed without anomalies. A resilience programme developed for Southwest Region.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage and lead WFP field operations within the South-West region to ensure timely and effective deployment of food assistance programmes for IDPs/refugees and vulnerable households in accordance with the Country Strategic Plan objectives, budgets and standard operational procedures.
2. Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
3. Ensure efficient utilization of allocated financial resources in compliance with WFP policies for achievement of set objectives.
4. Oversee all logistics activities related to food reception, storage, transport, distribution and tracking by ensuring compliance with WFP policies, criteria and procedures.
5. Hold accountability for the security of WFP staff, premises and assets in the Field Office to ensure compliance with security regulations and norms in relation to staff movement, premises and operations.
6. Ensure continued good communication within WFP to ensure an efficient operational response and most accountable use of resources.
7. Maintain a close and dynamic operational communication, coordination and collaboration with government counterparts, national and international organizations and operational partners to ensure an appropriate, punctual and efficient emergency response.
8. Ensure the timely process of selecting potential strategic partnerships and oversee related Field Level Agreement (FLA) process and provide overall guidance and support to ensure the compliance with operational procedures and contractual elements.

STANDARD MINIMUM QUALIFICATIONS

Education:Advanced University degree in Economics, International Development, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least one (5) year or more of postgraduate professional experience in a relevant field of work, preferably in humanitarian or refugee assistance, resilience building and protection, with a background and interest in international humanitarian development.

Knowledge & Skills:

• Demonstrated skills in networking and capacity building to develop, nurture and sustain partnership with local government authorities and other partners.
• Strong knowledge of how to manage assets and budgets and balance multiple priorities effectively.

Language: Fluency (level C) in English or French language (written and oral). Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.

ADDITIONAL REQUIREMENTS

• Familiarity with the UN system
• Experience with conduct of access negotiation and community engagement
• Experience in compound management of a mid-size area
• Knowledge of French will be an asset.
