Job Overview:
TheDeputy Direct of Grants and Partnerships (DDGP),incollaborationwithDirectorofPrograms(DP)andtheCountryDirector(CD),willprovidestrategicandoperationaldirection,leadresourcemobilizationeffortstoachieveannualgrowthtargets,andsupportthediversificationoffundingfrominstitutionaldonorsandnon-traditionalfundingsourcestoachieveIRC'sstrategicobjectivesinEthiopia,He/she willprovidedirectsupporttostrategicgrowthopportunities,strengthensystemsandprocessesinalignmentwithdonorcomplianceandIRCrequirements,donorreporting,strategicpartnershipmanagement,andcommunicationsandadvocacytoenhanceIRC´sexternalandinternalvisibility.He/shewillprovideessentialsupportinprogrammaticandbudgetarymonitoringoverseecompliancewith IRC anddonor internal rulesandregulations,andotherkey functionsasrequired.
Thepostholderwillneedto work under tightdeadlinesanddealingwithcompetingandchanging priorities.He/shewillneedtogatherinputsthroughinfluencingotherfunctionsandroleswhilst submittingqualityandtimelydeliverables.He/shewillworkwithdiversecountry,regionand headquarterbasedteamsandwillneedtoensureadherencetoorganizationalanddonor compliancerequirements.ThepositionwillbebasedinAddis Ababa.
Scopeandauthority: The Deputy Direct of Grants and Partnerships will lead a team of ateamof17membersdividedintothreesub-teams:grants,partnerships,communications, and GIS. He/shewilllinemanage 4directreports.
Major Accountabilities&responsibilities:
Business Development :
- Business Development Strategy:DevelopandmanageIRC´sEthiopia Business Developmentstrategy,andsupporttheCD,DP,andTechnicalCoordinatorsindonor engagementtosecurefundingfortheIRC’s StrategicActionPlan(SAP).Thismightinclude buildingandcultivatingrelationshipswithpotentialnewdonorsandmaintainingstrong relationshipswithexistingones.
- Strategic guidance: Assess prospective and existing funding opportunities and advise IRC teams on how to make funding requests more competitive and responsive to donors’ priorities.
- Donormapping:Contributetotheidentificationofpotentialdonors,maintenanceofdonor relationsandmobilizationof resourcestosupport plannedworkas pertheSAP.
- Proposaldevelopment:Ensurehighqualityandtimelysubmissionof fundingproposals byprovidingguidanceoverseeingthegrantsteamandescalatingissuesof concernstotheSMT. Thiscouldincludesupportinareassuch as workdesign, coordinationoftechnical, financial,andregionalinput, writingoverviews,editing,and formattingproposaldocuments,and ensuringinternalapprovalsbeforedonorsubmission.
- Qualitycontrol: Ensurethatthegrantsteam submitsqualityproposalpackagestothe RPASthat complywithdonors’ rulesandIRC’sinternalrequirements.
- Capacitystrengthening:Strengthenthecapacityof IRCteammembersforfundraising andbusinessdevelopmentbypromotingindustrybestpractices.
- Co-creation:Promotethe involvementofstakeholder groups,includingimplementing partnersandbeneficiaries(wherepossible),indesigningnew projects/programs.
Grants Management :
- Granttracking:Ensurethatteamskeep anupdatedgranttracker thatsummarizesthe statusofproposals,activeprojects,andclosedprojectsanddiscussesregularly withDP andotherstakeholders.
- Workplans:Fairlydistributetheworkloadandcreate monthlyplanswithteammembers inresponsetomonthlypriorities, whichincludeprojectcycle meetings(PCM),reports, spendingplans,andotherkey deliverables.
- ProjectCyclemeetings andBudget vsActuals (BVA)meetings:Ensurethe effective implementationofPCM andBVAmeetings andescalateissues ofconcernidentified duringthesemeetingstoSMT.
- Reporting:Ensureteammemberssubmit high-qualityandcompelling reportstodonors as agreedwithRPAS.
- Grantfiles:Ensurethatgrantsteamsmaintain aneffectiveinformation management system that containsall key documentsrelated totheprojectcycle.
- Compliance:Ensurethatthedonor'scompliance policiesareappliedcorrectly inactive projectsandprovideadvice andtrainingtothecountry teamssothatthey havethe necessaryinformation todo so.
- Capacitystrengtheningandqualitycontrol:Strengthen thecapacityofIRCteam membersonbestpracticesforgrantsmanagement andreportingandworkwithGrants andprogram teamstoimprovetheir reportwritingandcoordinationskills.
Partnerships :
- Partnershipsambition:Incollaborationwiththe Sr. PartnershipsCoordinator,CD,andDP advancethepartnershipagenda andsupportthePartnershipsCoordinatorinallaspects ofpartnershipmanagementinalignmentwith IRC’spartnerssystem(PEERS).This includespromotinginternallyandexternallyIRC’s corepartnershipprinciplesof responsibility, results-orientedapproach, equality, transparency,andcomplementarity.
- Scopingofpartnersandfunding:Collaborate withthe Sr. PartnershipCoordinator,DP, CD,andtechnicalcoordinatorstoproactivelyidentify potentialpartnersandfundersand advance VCR´spartnershipagenda.
- Resolutionofchallenges: Assistthepartnershipteaminresolving anychallenges (internalandexternal)facedthatputatrisktheachievement ofIRC Ethiopia’spartnership ambitions.
Communications:
- Creationofcommunicationmaterials:Supportcountry teams effortsindesigning,writing editingkeycommunicationmaterials(factsheets,capacitystatements, orspecialreports on IRC’sactivities)in coordinationwithDPthe sector,fieldcoordinators,etc.
- Advocacy:SupporttheCDandDP asneeded.
- Compliance:Provideadviceondonorvisibilityrequirements;proactivelyengagewith program teamstoensureappropriate IRC anddonorvisibility.
- Media:Supportmediaandcommunicationsactivitiesasrequested.
StaffManagement,LearningandDevelopment:
- Supervision:Coach,train,supervise,andmentordirectreports, includingcommunicating clearexpectations,providingregularandtimelyperformance feedback,documenting/discussing performanceissuesifneeded,anddelivering high-qualitydocumentedannual performance reviews.
- Capacitybuilding/training:EnsuredirectreportsaretrainedonallrelevantIRCGrants andpartnershipsprocessesand donorregulationsasrequired.
- Developmentandgrowth:Supportdirectreportsinachievingannualobjectives,acting asatrustedandaccountablemanager,mentor,andprofessionalresource,including promotingcollaboration, enablingadequateresourcing,andensuringaccountability.
Safeguarding Responsibilities:
- Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in the Grants and Partnerships Unit.
- Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values and adherence to IRC policies.
Qualifications
- Post-graduate qualification or equivalent relevant experience in a relevant discipline.
- Six yearsormoreofexperienceworkingwithinternationalnon-governmental organizationsinbusinessdevelopment, grantsmanagement, and/or project management.
- Extensiveexperienceinmanagingdonor contractsand fundraisingactivities,with humanitariananddevelopmentdonors,suchasECHO, UNHCR, BHA,PRM,GFFO, SIDA,etc.
- Successfulexperiencedevelopingprojects, writingproposals,andmanagingawardsfor publicandprivate donors.
- Abilitytobuildrelationshipswithexternalorganizationsandinternalpartners.
- Excellent oralandwrittencommunicationskills,includingdemonstratedability to communicatetechnical information.
- Digitalliteracy:MSWord,Excel&emailapplicationsrequired.
- Flexible,focused,andreliableinanenvironmentof changingdemands
- Highly developedinterpersonalcommunication andrelationshipskills with the abilityto influenceexternal organizationsandindividuals.
