Organizational Setting

The Government of Suriname is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing Climate Change. The project will involve strengthening capacity of the Government to access climate finance through an extensive mentoring program for staff members of the Ministry of Spatial Planning and the Environment (the NDA) and staff from other Government Ministries as well as stakeholders from civil society organizations. The activities under this Readiness project will provide important baseline information needed for future decision making on Climate Change priorities for Suriname.

Reporting Lines

The specialist will work under the overall supervision of the FAO Representative for Suriname based in Trinidad and under the technical guidance of the International Climate Change Expert based in Suriname. She/he will be based at the Ministry of Spatial Planning and the Environment (ROM) (or at NIMOS/NMA) and will liaise with other concerned government and non-government stakeholders in Suriname.

Technical Focus

In the general context to strengthen the capacity of the Ministry of Spatial Planning and the Environment (ROM) the specialist will be responsible to\:
• Conduct a capacity and institutional assessment of government institutions related to data collection and Monitoring of Climate Change Data.
• Develop and Implement a capacity building program based on the gap analysis

Recommend policies and practices to increase the efficiency of the Ministry of ROM and other concerned government agencies to attract and coordinate climate financing for Suriname.

Tasks and responsibilities

• Review of existing monitoring and reporting systems on Climate Change such as the monitoring systems within the Climate Unit and Planning Unit of ROM, Planburo, NIMOS/NMA, SBB and other data at the level of other Ministries.
• Liaise with the staff of ROM, NIMOS/NMA and other key actors in order to understand their needs as to data collection and data sharing.
• Liaise with the FCMU Unit within SBB in order to share data collection, reporting and verification on deforestation and land use change.
• Undertake 5 stakeholder workshops to exchange information and build ownership on data collection, data sharing and data storage
• Undertake an institutional needs assessment for the establishment of a uniform and national monitoring and reporting system on climate action and climate finance flows.
• Determine the needs and budgets for the equipment (IT server, GIS software,…) and start the procurement of this equipment.
• Provide recommendations to align these reporting systems and to ensure uniformity, and liaise with the Ministry of ROM and donor organizations in order to support decisions on alignment
• Design, test and operationalize a monitoring and reporting framework for climate actions and climate finance flow.
• Design a clear monitoring and reporting framework for follow up on the NDC and the NAP.
• Ensure the integration of gender consideration into the above-mentioned tasks and project outputs.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements
• B.Sc. or Master’s Degree in Spatial Planning, Environment, Forests, Climate Change, GIS or a related subject.
• At least 5 years of experience in data storage, GIS and MRV systems.
• Working knowledge of English
• National of the country or a resident with valid work permit
