Job Description

The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities. 
The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.   
Job Overview/Summary:
Under the supervision of the oPt Response Team Leader, and the Regional Policy, Advocacy and Communication (PAC) Director, the oPt Policy, Advocacy and Communications Coordinator is responsible for supporting the achievement of IRC’s advocacy, policy and Communications objectives for the oPt Crisis Response. This includes developing briefings, key messages, talking points and other Advocacy and Communications materials to influence decision makers to deliver meaningful change for Palestinians in need.
The PAC Coordinator will work closely with the IRC’s MENA Regional PAC team, Global Communications, as well as policy, Advocacy and comms colleagues in capitals, to ensure that PAC opportunities are leveraged across the national, regional and global levels. 
Responsibilities: 
Policy and Advocacy
•Under the guidance of the oPt Response Team Leader and the Regional Director of Policy, Advocacy & Communications, lead on identifying IRC’s policy and advocacy priorities; supporting colleagues in global capitals to implement oPt related policy with targets in London, Brussels, DC/NY, and the region.
•Produce high quality public and private policy and advocacy materials including talking points, letters, briefing notes, position papers, and advocacy reports.
•Regularly liaise with relevant oPt stakeholders on issues of concern, including peer agencies, UN, donor representatives, and diplomatic missions, and grow the IRC’s bilateral relationships with key counterparts.
•Conduct a robust stakeholder holder mapping and maintain an updated contact list of key targets for the response.
•Promote a principled approach to PAC amongst relevant internal stakeholders and ensure that external messaging is evidence-based and driven by realities for our clients, staff and partners.
•Represent the IRC in humanitarian coordination fora, conferences, lobby meetings, and other events as requested; or provide talking points for other senior representatives, including the Country Director and Regional Vice President.
•Respond to external inquiries on policy issues, including briefing policymakers and media. 
•Provide capacity building on PAC to field staff and partners and develop the capacity of national staff to implement impactful advocacy interventions.
Communications and Media
•Identify and document stories and case studies that give voice to IRC clients and their needs and/or the impact of our work to support communications, media, advocacy, and fundraising materials. 
•Develop compelling content for social media channels and website (quotes, photos, interviews, videos, impact stories).
•Support the production, development and design of content materials such as fact sheets, multimedia products, case studies and newsletters as required for different audiences.
•Update Media Talking Points for IRC spokespeople and ensure that the oPt Communications Master Document is updated regularly for use by Global colleagues.
•Act as media spokesperson for the IRC ensuring we spotlight the issues faced by our clients and the solutions necessary to alleviate their needs.
•Support media and press visits as requested.
•Ensure that the branding and Communication guidelines of IRC are uniformly and consistently followed across the response.
Required Experience/qualification/Skills: 
•At least 3 years professional experience crafting and delivering policy, Advocacy and Communications work responding to complex humanitarian crises;
•Experience in providing platforms for marginalized groups to share their own experiences and influence change in conflict settings; 
•Demonstrated creativity, ability to apply innovative thinking and problem-solving skills;
•Excellent analytical, presentation, communication and representation skills;
•Fluency in English (written and spoken) is essential, with demonstrated exceptionally strong writing skills; 
•Ability to navigate interpersonal and inter-departmental organizational dynamics to keep focus on goals and the delivery of strategy;
•Ability to work well in unstable security environments, and under significant administrative and programmatic pressures;
•Flexible to adapt to changing requirements;
•Culturally sensitive, able and interested in working with a multi-ethnic team;
•Strong commitment to the IRC’s mission, purpose and values;
•Must be able to work independently while being a team player;
•Advanced degree in relevant field desired;
•Middle East regional experience and Arabic language skills preferred.

•Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development

•Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.
•Curiosity, a desire to continually learn and develop and a sense of humor is a must.
•Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies. 
Language/Travel: 
•English is required, while Arabic is desired.
•Travel: regular travel to field sites as appropriate as well as attending regional and global workshops and meetings.
