BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs), in partnership with multiple stakeholders. WFP is the largest cash actor in the humanitarian community: WFP transferred over US$ 2.9 billion to 64.6 million people across 76 countries in 2023.

When WFP sends people money, we give them the flexibility to choose what they need and when they need it. People spend most of the money WFP sends them on food, but they also can use it to pay medical bills, rent or school fees. Sending people money means that they don’t need to make impossible trade-offs, like deciding to eat less so that they can keep all their children in school.

In recent years, the Central African Republic has been going through a complex and profound crisis (political, military and social) with the corollary of massive population displacements and increasing insecurity and poverty. The latter remains high and omnipresent, because it is estimated that in the Central African Republic, seven out of ten people (68.8% of the population) live below the national poverty line (722 XAF per capita per day). This corresponds to a total of 4.1 million poor people out of the 6.1 million in the country. Source: « Enquête Harmonisée sur les Conditions de Vie des Ménages (EHCVM) » carried out in 2021 and revised in October 2023 by « l’Institut Centrafricains des Statistiques et des Etudes Economiques et Sociales (ICASEES) » and the World Bank (WB).

 

To design and manage CBT operations of moderate size or complexity that effectively meet food and essential needs or contribute to policy formulation and/or provide technical advice or oversight on CBT Programme strategy and implementation. Job holders apply considerable knowledge derived from educational training and practical experience and exercise independent analysis for further reviews and decisions.

 

 

KEY ACCOUNTABILITIES(not all-inclusive, within delegated authority):

  • Lead, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance. 
  • Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • Develop a costed assurance action plan covering CBT activities to design and deliver effective cash programmes.
  • Lead the implementation of the Cash Assurance Framework; strengthening controls, monitoring systems, and ensuring that risk mitigation measures are in place as a part of costed assurance action plans. 
  • Lead the design and set-up of data management and processes to ensure the integrity of available data.
  • Accountable for upholding our Identity Management (IDM) standards with regards to collecting, storing, and managing people’s personal data to ensure that the right people receive the right assistance at the right time while respecting their rights to privacy and personal data protection.  
  • Oversee the transfer delivery cycle including the management of payment instruments and confirmation of transfer value to accountability throughout the transfer delivery cycle. 
  • Contribute to the Country Strategic Plan formulation to ensure that the power of cash and a people-centered approach are maximized in the design of the strategy with appropriate budgets for implementation.
  • Lead on cash-related thought leadership to enhance WFP’s leadership status in different forums on topics including taking a people-centred approach, Identity Management, digital financial inclusion, women’s economic empowerment through direct participation, briefings, information products and other materials.
  • Formulate substantial parts of WFP-wide CBT programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate the relevant WFP and CBT strategies into local CBT programme design ensuring compliance with WFP policies, Executive Board decisions, audit recommendations, and the local context for delivery of cash assistance.
  • Provide technical advice or mobilise technical expertise to ensure the design of innovative CBT programmes that are people-centered, prioritize women and are responsive to people's changing needs and preferences.
  • Ensure that the information from the monitoring of prices is correctly used to determine the impact on cash operations and provide recommendations as relevant.
  • Contribute to the inclusion of CBT contingency plans into Country Office emergency preparedness and emergency response plans to deliver cash rapidly and effectively to meet people's essential needs.

Develop strategic partnerships with senior stakeholders from governments and other partners to strengthen understanding of markets and the local financial context, in order to strengthen government and community ownership at national and sub-national levels

  • Advise and support the development of functional training in collaboration with HQ to enhance the capacity of WFP staff, government, and partners to design and deliver effective cash programmes.

 

DELIVERABLES AT THE END OF THE CONTRACT:

1. Criteria for key strategic decisions developed and approved by CO management, including a beneficiary identity management, potential future use of biometrics, transfer modality and mechanism selection criteria.

2. Coordinate Identity Management (IDM) is operational and effective in Bangui, with an effective nationwide rollout plan developed and rollout underway.

3. WFP beneficiary identities in CAR are digitised and verified in SCOPE, with appropriate functional identity and payment instruments produced and distributed.

4. Promote and guide continuous CBT improvement and innovation initiatives within area of operations managed. Defines operational performance targets, monitors performance, anticipates and mitigates risks for timely corrective actions.

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in a related field.

Experience:

At least six years professional experience in the humanitarian/development sector with increasing responsibility, at least three of which spent in a field location. Experience with cash programming and technology/information management systems beneficial.

At least three (3) years of working experience in Cash programming in diverse contexts will be an advantage.

Experience in the design, set-up, delivery, implementation, and evaluation of various cash transfer modality programs, including the integration of cross-cutting issues (gender, disability, climate change etc.), resource mobilization and funds management.

Experience leading a country/area office programme team or a component of a country office programme portfolio.

Experience supporting the setting-up and running of field Cash operations or Cash emergency operation will be an asset.

In depth awareness of social protection, especially knowledge of policies and practices around long-term financial opportunities for the poor and vulnerable.

Proven leadership to build and foster inclusive and high performing teams.

Knowledge & Skills:

Strong project management, coordination and interpersonal skills required. Ability to bring together multiple technical teams to integrate planning and implementation objectives. Ability to meet deadlines and work under pressure in difficult conditions with minimal supervision. Initiative, enthusiasm, creativity, and flexibility.
