OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.

DESCRIPTION OF DUTIES

1. Provide a technical input to support the management of the health emergency activities at national and sub-national levels, in the context of the WHO Health Emergencies Incident Management System (IMS).

2. Monitor the implementation of projects for the humanitarian response and control of the respective diseases, including the procurement of safe, efficacious, and affordable medicines and technologies.

3. Participate in the coordination of technical, normative, and operational inputs, including resources mobilization, in order to fulfill WHO’s critical functions – in collaboration with the WHO Health Cluster Coordinator and the Health Emergencies’ Team Lead.

4. Technically support the efficient and effective management, to provide technical advice on the development of sustainable, multi-sectoral, and integrated national strategies, policies, interventions, and plans for improvements in health systems and capacity building within the health emergencies programme

5. Technically contribute to the health emergency’s systematic identification and monitoring of health risks and needs, as well as the planning and implementation of the most effective prevention, control and response strategy and measures, in support of national and local health authorities’ identified priorities.

6. Analyze and evaluate a diverse range of data and information related to humanitarian emergencies and communicable and noncommunicable diseases and outbreaks; and draft recommendations and reports on the appropriate response to identified risks, and the implementation of preventative and control measures

7. Draft technical materials for training Activities to contribute to building national capacities.

8. Support advocacy and building and strengthening of partnerships and networks to enhance multi-sectoral collaboration and mobilize resources to address health emergencies and humanitarian response needs.

9. Support WHO’s field support team in continued self-assessment and learning in relation to planning, budgeting, and operational service delivery.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree (bachelor’s) in a relevant field (such as Public Health or public-health discipline, management, emergency, humanitarian, disaster management).Desirable: Specialized training in emergency management; specific training in humanitarian response.

Experience

Essential:

· A minimum of 2 years of work experience relevant for the position (public-health management and operations)

· Previous relevant experience in emergency management/response.


Desirable:

Experience coordinating and implementing public-health strategies with WHO and/or United Nations agencies or health cluster partners in emergency settings. Some of the above-listed experience to have been obtained in an international context

-Public health and rapid response operations including the international emergency incident management system.

-The theory, principles, methods, and techniques in the international emergency incident management system.

-Health and safety rules.

- The country’s Public Health context, policies, and priorities.

- Skills in the assessment of emergency or high-risk situations, and in conceptualizing and implementing responsive strategies.

- Ability to maintain focus in crisis situations.

- Ability to maintain excellent interpersonal working relations (collaboration, tact, patience).

- Ability to facilitate multidisciplinary and multinational staff.

- Knowledge of ERP/Oracle applications is an asset.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 73,796 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
