In Bosnia and Herzegovina (BIH), in line with its 2021-2025 Country Programme, UNDP focuses on sustainable
and inclusive growth, people-centred governance and social cohesion. UNDP is fully committed to support
BIH with regards to its Agenda 2030 commitments as well as the European Union (EU) accession process. The
UNDP Country Programme Document for BiH outcomes correspond to three outcomes of the UN Sustainable
Development Cooperation Framework (UNSDCF) 2021-2025 (outcome 1 on resilient, sustainable and inclusive
growth, outcome 4 on accountable and transparent governance systems, and outcome 5 on social cohesion
and trust).
The Security Guard will work under the overall supervision of Head of Security and direct supervision of
Security Assistant. The Security Guard is responsible for ensuring a safe and secure environment and provides
support to the surveillance of UN premises as well as the protection of staff and visitors. The Security Guard
promotes a client, quality, and results-oriented approach.
The Security Guard works in close collaboration with the Operations, UNDSS Programme and projects staff in
the CO and other UN agencies staff to ensure consistent security level.

 

Scope of Work
Security Guard duties are performed in eight (8) or twelve (12) hour rotating shifts which are covering posts
on 24/7 basis. The incumbent will be dressed in prescribed uniform and carry approved “Use of Force”
equipment.


Security Guard will be performing variety of tasks while ensuring Safe and Secure environment for UN House
personnel and assets.
Detail Security Guard duties are defined in standing Standard Operating Procedures, Post Orders, and other
relevant security plans.
Following sections describe general Security Guard duties but they are not limited to them:

  • Access Control
  • Control Center
  • Emergency Response
  • Other Duties
     

Access Control

  • Provide Safety and Security for all UN House personnel and visitors.
  • Perform the pedestrian access control to the UN House facilities ensuring that all personnel and
    visitors desiring access are properly identified, screened and directed.
  • Perform the vehicular access control to the UN House facilities ensuring that official, staff and
    visitor vehicles desiring access are properly identified, inspected and directed.
  • Ensure that no unauthorized personnel gain access to UN House facilities.
  • Ensure that all persons removing equipment from UN House premises present the equipment and
    valid document in which this action is duly authorized.
  • Conduct patrolling of entire UN House and its inner, outer perimeter and parking area in front of
    the compound.
  • Conduct physical security checks of compound and offices ensuring that they are properly
    secured.
  • Use of technical screening equipment to prevent prohibited items from entering the facility.
  • Use of variety access control technical equipment.
  • Maintain control of the emergency key system and its log sheet.
  • Implement all related and prescribed technical and nontechnical measures.
     


Control Center

  • Maintaining operation of the security control centre.
  • Monitor and control following:
    - UN House Emergency line;
    - Public Address system;
    - Video Surveillance system;
    - Intrusion Detection system;
    - Fire Safety and Suppression system;
    - Electronic door locking/access control system;
    - VHF working channel for d/s area;
  • Be familiar with existing procedures and comply with them.
     

Emergency response

  • Act as a response officer during any emergency or incident.
  • Be familiar with emergency procedures and all issued Security Standard Operating Procedures
    and Contingency plans.
  • Implement UN House emergency procedures and measures in case of such event.
  • Know how to properly employ firefighting equipment should a fire be discovered on premises.
     


Other Duties 

  • Maintain peace and order within UN House.
  • Maintain all logbooks in respect to established routine.
  • Provide verbal and written reports.
  • Provide security support for organized events as requested by Head of Security.
  • Perform other duties as directed by the Head of Security, Security Assistant and UN Department
    of Safety and Security (if needed).


The Security Guards will work under the overall supervision of the Head of Security and the direct
supervision of the Security Assistant.

Minimum Qualifications of the Successful NPSA

Min. Education requirements
  • Secondary School
Min. years of relevant work experience 
  • Minimum two years of experience in security field with international and national organizations; 
  • Previous experience with: Video Surveillance equipment; Technical protection equipment, Radio and other Telecommunication Equipment;
  • Experience in handling logbooks.

  • Experience in respond to fire incidents, medical emergency, security for public events, writing reports on different events, communication with different emergency services; 
  • Experience working with UN Agencies, Funds and Programmes, embassies will be given due consideration.
Required Language(s) 
  • Working knowledge of English and local languages (Bosnian/Croatian/Serbian)
Professional Certificates
  • Security officer training/certification with an International organization is an asset; 
  • Local certificate for performing of physical protection is an asset;
  • UN security officer training/certification is an asset. Fire Safety, First Aid Training obtained.

References may also include peers.
