Position Summary

The Senior Associate Registrar - Records, Scheduling, and Processing serves as a member of the seniorleadership team in the Office of the Registrar. This position is responsible for establishing strategy and the management and coordinationof daily operations in the Office of the Registrar in order to ensure regulatory compliance, maintenance and protection of student records,oversight of student information systems. Additionally, the Senior Associate Registrar  works with the faculty, staff, and students toimplement university-wide data regarding student records, transcript processing, grades and attendance, scheduling, and exception to policy(CAS) and leave of absence (LOA). Serves as a liaison to Academic Schools, Marketing, Enrollment Management and Student Services fieldingquestions, suggestions, and troubleshooting. This position exercises wide latitude of independent judgment and is expected to provide highlevel analysis, assessment, and recommendation to enhancement of student services while ensuring compliance and adherence to federal, state,and institutional policies. The Senior Associate Registrar - Records, Scheduling, and Processing position represents the Office of theRegistrar and has broad oversight of critical operations within the office and directly supervises multiple units within the office.

Essential Functions:

  • Provides day-to-day leadership to staff including but not limited to recruiting,selecting, orienting, coaching, mentoring, training, assignment review, performance feedback, disciplining employees, and developingpersonal growth opportunities.
  • Oversees operations in the Records, Academic Program Scheduling, and the Policy Exception (CAS) andLeave of Absence (LOA) processing, providing expert guidance and assistance to students, staff, faculty, andadministration.
  • Develops systematic training programs for new records & enrollment technicians on all aspects of recordsmaintenance, FERPA, PeopleSoft, and customer service.
  • Runs SOAR queries to ensure timely input and accuracy of attendance roster,and to identify and notify students of missing documents or transcripts from checklist.
  • Attends meetings/trainings as needed tofurther job skills and knowledge. 
  • Applies personnel policies and procedures to records department.
  • Assist with the dailyprocesses of the Registrar's Office as needed, including CRM software to monitor the department's email inbox as assigned; communicatingwith students and other departments within the university.
  • Verifies requests for dates of attendance and degrees awarded;authenticates claims and documents; identifies suspected fraudulent documents and reports to the University Registrar.
  • Participatesin testing of functionality for university-wide system upgrades.
  • Researches and analyzes current industry standards and bestpractices related to enrollment, scheduling, grade, and attendance reporting.  Evaluates methods to increase output and accuracy.  Creates,oversees, and implements plans for approved changes.
  • Provides guidance to Schools, Regional Operations, Center for Innovation andLearning (CIL) and IT to expedite published online schedule as well as define board approved refunds and withdrawal polices in ERPsoftware.
  • Manages the development of admission and registration processes, procedures and practices including recommendations to theacademic councils for changes required.  
  • Maintains accurate and up to date university class schedule with timely adjustments topublish onsite schedule.
  • Assists Enrollment Management with troubleshooting for all onsite classes while ensuring appropriateattributes and/or instruction mode.
  • Performs continuous quality review of scheduling and attendance processes while identifyingareas of improvement for communications, policy and procedural documentation, and file handling and processes.
  • Assists withreporting, maintains data, and provides routine feedback and quality assurance checks of scheduling and attendance. 
  • Directsworkflow management of CAS petitions and LOA requests to ensure timely processing time and student satisfaction.
  • Provides expertguidance to faculty, staff, students and administrators in the clarification of application of policy.
  • Renders decisions on allleave of absence requests for the university. Troubleshoots LOA issues and problems including making recommendations for solutions,implementing recommendations, and assessing changes to determine efficiency.
  • Makes determination regarding eligibility of petitionutilizing University catalog, CAS Manual and Business Process Guide (BPG). Acts as liaison with CAS members, faculty, department chairs, anddeans to obtain timely resolution of CAS petitions as needed.
  • Performs liaison functions between Registrar, Financial Aid, StudentServices, Academics, Finance, and Regional Operations Directors to assure timely resolution to CAS and LOA requests. Responsible forreporting on and improving system processes while working collaboratively with respective Functional Analysts in the enhancement of studentservices.
  • Monitors DOE Title IV polices, changes, and requirements and analyze university policy on LOA with the viewpoint ofassuring compliance. Responsible for noting persistent problem areas or patterns of problems in relation to institutional academic policiesthat occurs within a region, learning center, or by individual staff members, and provide possible solution(s), so issues can beresolved.
  • Identify, develop, implement, and assess technological solutions to processes and procedures surrounding the universitypolicy exceptions and LOA policies. Analyze submitted student requests for patterns in policy application to provide recommendations forpolicy modifications.
  • Develops expertise in both Registrar Office and Financial Aid Office areas of SOAR to facilitate knowledge andunderstanding of Title IV regulations, R2T4 calculations, and the policies and practices on withdrawal as implemented at the university.Responsible for ensuring accurate enrollment reporting to National Student Clearinghouse for students on LOA or students approved via CASfor class drop/withdrawal status.
  • Collaborates with University wide divisions (Student Services, Academics, Finance) related topolicy implementation and adherence in relation to CAS decisions. Provides detailed expert guidance and assistance to students, staff,faculty, and administration regarding LOA and CAS decisions. Analyzes and assesses student academic and non-collegiate records to ensureeligibility and application of student course waivers, course substitutions and transfer credit utilizing teach-out plans, approvedcrosswalks, and current CAS exceptions.
  • Other duties as assigned.

Supervisory Responsibilities: 

  • Hire, train and develop up to 6 staff members

Requirements:

Education &Experience:

  • Bachelor's degree required
  • Master's degree preferred Minimum of seven (7) years related experiencerequired
  • Five (5) years of leadership experience preferred
  • Leadership experience in a Registrar's officepreferred
  • Experience in higher education preferred
  • All skills, abilities, and education will be considered for minimumqualifications

  • Excellent working knowledge of Title IV guidelines as applicable with the ability to successful fact-based decisions and usesound judgment
  • Advanced use of computers and Microsoft Office Suite Applications such as Word, Excel, Power Point, Outlook, andsoftware application used in student evaluation record including imaging processes, Optical Character Recognition and Electronic DocumentManagement software such as OnBase.
  • Experience with Oracle CRM Right Now and PeopleSoft.
  • Ability to work independently andefficiently under pressure of deadlines
  • Ability to work in close proximity to others in a congenial and supportive environment.Excellent oral and interpersonal communication skills and ability to communicate effectively with senior administration, staff andfaculty
  • Possess mature judgment with ability to be tactful and diplomatic in difficult student and staff/facultyencounters

Candidate receiving offerswill be offered a salary/pay rate commensurate with experience that vary based on a candidate's qualifications, skills, and competencies. Absent exceptional circumstances, candidates will be offered a salary within this range for this position. The minimum salary will beoffered based on the minimum exemption threshold based on state of residency. Compensation Range:

Annual Salary: $71,360.00 - $96,340.00
