PurposeofthePost:TheTechnical Officer will workintheareaofmonitoring population health trends,trackingthetriple billion targets ofWHO's General Programme ofWork(GPW) andaccelerating progresstowards the health-related Sustainable Development Goals (SDGs).
Overviewoftheprogramme:
Themission oftheGrouponData,Strategy and Innovation (DSI) istosupportcountriesto attain universal coverage of health services for better and equitable health outcomes.
Thedevelopment of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions isa critical precondition fora health system transformation approach that puts countries on asustainable development trajectory towards a health system that isfuture proof. Such development needs to be rooted inthegeneration of relevant data,their sound analysis, the maximization of innovation, and a central positioningofuniversalhealthcoverage(UHC)asasharedplatformforhealthservicedelivery.Theobjective ofthe Data,Strategy and Innovation Group isto beadriver,facilitator and technical lead ofprocessesthatenable astrategic dialoguefor health system transformationinMember Statesbuilding based onclosecollaboration acrossthedivisions inthe Regional Office and with country offices, and in consultation with headquarters.

OrganizationContext: Under the guidance of the Director, Data,Strategy and Innovation (DSI) and direct supervision ofthe Coordinator,Health Information and Intelligence (HII) the incumbent will work closely with relevant teams in WHO, government counterparts and otherpartner organizations.Her/his mainrole istoprovide soundtechnicalsupportinmonitoringprogressofGPW,strengtheningcountrykeyindicatormonitoring systems, datageneration and evidencecreation incollaboration withpartners inaddressing data gapsfor priority health topics. The incumbent would also be responsible for the analyses of health trends and determinants in informing delivery for impact strategies.
The incumbent will work closely with other teams within DSI (i.e. strategic dialogue, UHC, data, innovation, research) aswell asthe Divisions ofProgrammesofDisease Control (DDC), Health Systems (DHS) and Healthy Environments and Populations (DHP) in the Regional Office to ensure the coordinated, cross-cutting support to Member States.Summary of Assigned Duties:Under theguidance ofthe Director-Data,Strategy and Innovation and directsupervision ofCoordinator for Health Information and Intelligence (HII), theincumbent will assume thefollowing coreresponsibilitiesand achieve the stated tasks:
1. Technicalco-ordinationanddeliveryofassignedactivities,projectsandsupport requests from Member States in strengthening HII'sefforts to improve the measurementof health outcomes and theirdeterminants with regards tothemonitoring oftheGPW impactframework, UHC and SDGs.
2.DevelopaccelerationscenariooutputsforDeliveryfor Impact(DFI)specifictodifferent scenarios.3.Maintain, update,andcarryoutroutine butcomplexcomputationalprocessesandstatistical modeling that are central to generating estimates of key indicators.4. Execute queries ondatabases and resolve intricate questions inordertorespond tothe needsofsenior staff members and external stakeholders.
5. Prepare statistical and analytical reports of health and health-relatedoutcomes and their determinants particularly onGPW, SDGandUHC monitoring toprovide theevidence to inform delivery forimpact strategies.6. Analyze datasetsforinter-country comparisons of health andhealth-relatedoutcomes across different sub-populationswith an aim towards identifying health inequities.
7. Support Member States instatistical and data management anddevelopcapacity forstatistical and data analysis.
8. Liaise closely with ITexperts inensuring thedataplatforms oftheRegional Office areupdated with reliableand up-to-date statistical dataand thatthe platforms are continuously updated toensure they are well utilized.

FunctionalSkillsandKnowledge:Provenskillsinstatistical anddataanalytical techniques, includingmultivariate regression, usingarange of data sources. Excellent knowledge and experience of Rand other statistical applications such as STATAand SAS. Ability towork ina flexiblemanner under pressure to meet deadlines. Abilitytowork in a collaborativemanner. Clear understanding ofdata science and statistical methodologies. Clear understanding of research methods and epidemiological / demography / statistical principles.Education (Qualifications):
Essential:
Afirst university degree intheareaofepidemiology, demography, statistics, datascienceorclosely related field.Desirable: Advanceduniversitydegreerelatedtoepidemiology,demography,statisticsordatascience.

Experience:Essential: Atleast fiveyearsrelevant experience intheanalysis ofdataonpopulation health.Experience in writing technical reports and clear understanding of epidemiological /demography/statistical principles.Desirable: Demonstrated experience in quantitative analyses of health and health related outcomes and their determinants, workandexperience indeveloping countries; familiarity with WHOpolicies,strategies and activities related tomeasurementof health outcomes and determinants of health. Experience within WHO oranother UN internationalorganization. Exposure attheinternationallevel.

Language: Expert levelinwrittenandspokenEnglish isessential. WorkingknowledgeofaUN languageisanadvantage.

OtherSkills: Excellentknowledgeandexperienceof RandotherstatisticalapplicationssuchasSTATA andSAS.
