Overview of position | Under the direct supervision of the Programme Officer (DRR) theSenior Programme Associate (DRR - Engineering) will support ESNFI Programme indisaster risk management infrastructure activities through the tasks specifiedbelow. |
Role objectives | Core Functions / Responsibilities: 1.Efficient management and supervision of all aspects pertaining to the feasibility assessment, technical assessment, design, estimation, and construction of DRM infrastructure projects and their associated functions. 2.Monitor that projects are completed within the specified regulatory and time limitations, while also achieving the desired level of quality. 3.Coordinate and monitor staffing and construction activities for the assigned division's construction and inspection program 4.Address and resolve technical issues that arise during field operations by responding to inquiries in a timely and efficient manner. 5. Review the design of assigned construction projects for clarity and constructability, and directs the preparation and/or review of plans, specifications, and estimates for assigned projects. 6.Initiate consultations with ANDMA and line departments at the provincial level, CDCs, and community elders for identification of appropriate project locations and implementation in all stages. 7.Develop SOP and guidelines for community-based training on construction and maintenance of DRM infrastructure. 8.Review of different reports from field engineers and report on ad hoc basis to the Programme Officer (DRR) regarding the design and construction progress of the assigned projects. 9.Keep records of studies, reports, documentation and modifications of construction, and provide technical assistance for policies, and procedures development as necessary. 10.Collaborate with various departments within the organization to oversee procurement, monitoring and evaluation, and administrative arrangements related to construction. 11.Identify opportunities for improving construction delivery methods and procedures. 12.Undertake other duties that may be assigned by the line manager. Required Qualifications and Experience Education Bachelor's degree in civil engineering, disaster management, or community development from an accredited academic institution with at least four years of relevant professional experience. Or High School diploma/certificate with at least six years of relevant professional experience. Experience ·Experience in the design and construction engineering of different types of structures particularly hydraulic structures such as protection walls, irrigation canals, intakes and etc. ·Experience in conducting training workshops and developing training materials. ·A strong understanding of disaster risk management principles, community-based approaches to disaster preparedness, and local government structures. ·Willingness to travel frequently to different communities within the program area. SKILLS ·Excellent communication skills, both verbal and written, as well as strong interpersonal and facilitation skills. ·The ability to work effectively with diverse groups of people and build partnerships is also essential. ·Proficiency in Engineering codes including IBC, ASCE, and ASTM. ·Familiarity with Survey Engineering tools such as Total station, level machine, and GPS. ·Knowledge in MS Office, Auto Cad and other construction related software. ·Experience with Planning and scheduling software’s such as MS project. ·The candidate must be willing to reside and work in designated areas and work overtime if necessary.
