- Identify and assess existing policies, state initiatives and budget allocations related to mental and emotional wellbeing in/related to the Education system in Bihar.
- Understand the social-emotional learning/mental health/wellbeing indicators being tracked, and by whom, to monitor and evaluate impact.
- Map out key players, stakeholders, their roles in promoting wellbeing among students and their specific interests (i.e, academic performance, school persistence, other…).
- Analyze the effectiveness of Bihar education system’s current strategies and interventions, and identify the policy spaces or opportunities to advocate for investment in wellbeing.
- The analysis should focus on the secondary education level (middle school specifically).
- Consideration should be given to urban and rural disparities.
- Evaluation should encompass all government educational institutions and take into account any other significant priority/initiative at the state level.
- Propose a methodology for reviewing current policies addressing/related to mental and emotional wellbeing among students within the education system in Bihar, India.
- Include an assessment of alignment of these with relevant national and international standards and best practices.
- Define the approach to identify key players involved in the creation and implementation of mental and emotional wellbeing programs, efforts, and policies within Bihar, India, and any national-level programs, efforts, and policies that influence these significantly.
- Describe how decisions are made within these stakeholders, and how they use feedback loops, information flows, and incentives or accountabilities within these relationships to define and implement programs, efforts, policies and training programs that support student wellbeing.
- Specify how roles, responsibilities, and collaboration mechanisms will be evaluated.
- Outline the plan for examining existing mental and emotional wellbeing programs and initiatives as they pertain to students in Bihar’s government school system.
- Describe the proposed evaluation criteria for assessing reach, effectiveness, and integration within the student experience.
- Present the strategy for analyzing the availability of mental and emotional wellbeing resources in government schools in Bihar, India.
- Detail the approach for evaluating the adequacy of financial resources and their flow, infrastructure, and human resources promoting wellbeing.
- Provide a plan for assessing the mechanisms that the government has in place for monitoring and evaluating mental and emotional wellbeing efforts, policies, and programs in the Bihar, India education system.
- Include details on how gaps will be identified and improvements proposed.
- Describe the proposed methods for qualitative and quantitative data analysis within the landscape analysis methodology.
- Specify the statistical tools that will be utilized for quantitative analysis.
- Provide a detailed timeline for each phase of the analysis.
- A final detailed report must be provided to WorldBeing by end April 2024.
- A summary presentation of the report must be provided to the broader WorldBeing India team by the end of April 2024.
- Regular check-ins and close collaboration with WorldBeing are also expected during the engagement.
- Specify the estimated budget required for completing all research, analysis, and report writing within the scope of the engagement.
- Proposals will be evaluated based on their rigor, ability to meet deadlines, and cost efficiency.
