Purpose of the Consultancy

WHO is seeking a consultant to lead a situational assessment on Drowning Prevention across countries of the WHO Western Pacific Region and support the PND team in implementing activities of drowning, alcohol control and violence prevention in the selected countries across the regional.

Background

In the Western Pacific Region (WPR), injuries kill nearly one million people every year. Major causes include road traffic injuries, falls, drowning, poisoning and burns, with 85% of fatal injuries occurring in low- and middle-income countries.

The Prevention of Noncommunicable Diseases unit (PND) of the Division for Healthy Environments and Populations (DHP) at WHO WPRO has a vision to reduce major risk factors of noncommunicable diseases and decrease injuries, violence and alcohol harms across the region.

Drowning is the third leading cause of unintentional injury deaths word wide, estimated to account for over 235,000 deaths globally each year. WHO is leading the first global situational assessment on drowning, with findings to be published as the first WHO Global Status Report on Drowning Prevention. Global Status Report on Drowning Prevention will be instrumental to informing and scaling-up national, regional and global advocacy for action in this neglected public health issue.

The successful candidate will support the data collection and development of the global drowning report. In addition, the successful candidate will support the delivery of evidence-­based interventions in priority countries in this region in the areas of drowning, alcohol control and other injuries and violence prevention.

Deliverables

Under the supervision of the Technical Officer, Alcohol Control and Injury and Violence Prevention, the consultant will perform the following activities:

Output 1: Lead data collection in the Western Pacific Region for the first Global Status Report on Drowning Prevention. Specifically:

Attend bi-monthly project management online meetings with WHO Headquarters (HQ)
Assist National Data Coordinators in collecting and validating their country data, obtaining government approval, and submission to WHO
Assist in the review of the draft report
Assist in dissemination of report upon release
Review and revise project implementation timeline to ensure timely implementation of activities
Arrange and manage routine communications with all project partners.

Deliverable 1.1 – Full support provided to the Member States and WHO during the project
Deliverable 1.2 – WPRO data accurately included in the global report

Output 2: summarize the regional status regarding Drowning Prevention

Deliverable 2.1 – A summary about the burden, pattern, priority countries and issues, and intervention suggestions regarding Drowning Prevention of the Western Pacific Region
Deliverable 2.2 – the regional fact sheets and key content for communication products

Output 3: Support priority countries in implementing planned activities in drowning, alcohol control and other injuries and violence prevention.

Deliverable 3.1 – Support provided to WPRO countries to better prevent drowning
Deliverable 3.2 - Support provided to WPRO priority countries in advancing alcohol control
Deliverable 3.3- Support provided to other injury and violence prevention programme

Qualifications, experience, skills and languages

Qualifications required

Essential: University degree in public health, epidemiology, or a related field.

Experience

Essential: Minimum five years of experience in public health, which include experience in data collection/analysis (such as surveys, datasets)
Desirable: Experience injury prevention surveillance with WHO. Experience working with legal documents. Experience working in the Western Pacific Regional countries.

Skills/Technical skills and knowledge

A thorough knowledge of Drowning Prevention-related issues within the region
Familiarity with the goals and procedures of international organizations (UN system, donors, non-governmental organizations)
Computer proficiency in Outlook, MS Word, Excel, and PowerPoint

Language

Expert knowledge of English

Location

Off site: Home-based

Travel

No travel will be required for this assignment.

Remuneration and budget

Remuneration: TBD
Expected duration of contract: 11 months, estimated start date is 1 March 2024.

• Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
