Background

Since 2017, UNDP has put in place progressive, stringent measures aimed at resetting its business model, consolidating financial viability, and increasing business efficiency and effectiveness. Additionally, the organization has engaged extensively with the Executive Board on several initiatives to complement and further strengthen the control and oversight of UNDP’s organizational performance, in both programme and management. 

The Executive Office is the coordinating platform through which the Administrator provides leadership and strategic guidance to the organization, guides the elaboration of its strategic and programmatic priorities, and ensure that UNDP’s overall management and internal coordination are conducted in full compliance with its mandate, accountability and reporting requirements. 

The Corporate Performance Unit (CPU) within UNDP’s Executive Office is designed to further support and complement the existing corporate oversight of operational and programmatic risks and ensure that emerging opportunities are effectively leveraged.  The CPU works in close coordination and consultation with relevant existing teams across the organization, acting as a dedicated interface to deliver timely, harmonized analysis, insight, and advice on organizational performance to the Administrator. 

Currently, bureaus and offices have to navigate dozens of dashboards and systems to stay on top of corporate requirements and have to develop their own standard metrics for overall CO monitoring and oversight given a lack of a coherent corporate approach. At the same time, UNDP’s senior leadership lacks a common lens through which to monitor performance of the entire organization. This makes it difficult to connect the dots, make decisions, and prioritize needed areas of improvement and support.

As a reflection of this, the organization has prioritized the development of a Performance App to serve as one executive monitoring and oversight system that provides a holistic picture of UNDP’s performance, bringing together performance data across the global/corporate, bureau, country and portfolio/project levels. It will be designed:

  • to help senior leaders at all levels to anticipate risks, identify issues, and lift performance before problems emerge.
  • with the ability to drill down to bureaus, country offices/units and projects, to help pinpoint where conversations need to happen to help improve performance.
  • to reduce burden across the house by standardizing performance expectations and creating one common tool that spans strategic planning cycles.
  • to incentivize impact-driven performance measures, going beyond delivery.
  • to showcase the investments that UNDP is making in Quantum and Quantum+ platforms to integrate transactional systems, in UNDP at a Glance and various other platforms and dashboards that bring together select financial, operations, programmatic and oversight data, bringing performance data from across the organization together into one place. 

In developing the UNDP Performance App, the Executive Office will establish a set of standard corporate performance expectations for the organization across programme, operations, crisis, partnerships, and independent oversight (i.e., audit, evaluation, ethics). The app will be the tool that enables managers at all levels to monitor performance against those expectations, and make pro-active decisions to manage risks, leverage opportunities, and prioritize improvements.

The UNDP Performance App will be designed as a mobile and desktop app, where managers and leaders at the corporate, bureau and country levels can quickly scan the organization’s performance against five core areas: 1) Impact; 2) Accountability; 3) Efficiency; 4) Values; and 5) People.

A minimum viable product (MVP) has been developed for the corporate level in year one (2023) with significant work done to develop features needed at the country level. The Chief Digital Office’s internal design service, Studio, is partnering with CPU to build the App. These will be further built out in 2024 and 2025 to include additional indicators and features, as well as to extend the views to bureau and portfolio/project levels.

The Project Manager will manage the design, development and roll-out of the Performance App.

 
Duties and Responsibilities

As we complete the development of the MVP and gear up for the MVP Pilot Launch, under the guidance and supervision of the CPU Programme Advisor, the Project Manager will be responsible for the following areas of work:

  • Become the “link” between the strategy and the implementation team by translating strategic objectives to actionable tactical plans.
  • Develop and maintain the Project Schedule
  • Manage risks.
  • Prioritize Tasks to meet deadlines and direct implementation team to goal achievement.
  • Develop a deep understanding of the scope of the project and be able to act independently in the place of the Product Manager if required.
  • Act as the organizational change manager 
  • Act at the Principal Training lead
  • Direct, manage, and monitor project Work
  • Lead all stakeholder teams across Bureaux to importing their data sets to the Data Warehouse according to the specifications mandated by the Performance App.
  • Coordinate with data owners across the organization to finalize indicators and data requirements for the data warehouse and data cube.
  • Coordinate with BMS ITM (Technical Team) on the definition and implementation of the Data Cube and necessary APIs to consume the Data Warehouse Data.
  • Lead the development, launch preparations, and roll out of the MVP Pilot
  • Coordinate the Stakeholder Consultation sessions.
  • Lead the development, launch preparations, roll out, and adoption of the Global Views deliverable.
  • Lead the development, launch preparations, roll out, and adoption of the CO Views deliverable.
  • Lead the development, launch preparations, and roll out of the Project & Portfolio View deliverable.
  • Lead the development, launch preparations, and roll out of the Bureau view deliverable.
  • Plan for and implement post roll out organizational change management.
  • Monitor and control budget in coordination with the Programme Advisor
  • Plan and perform quality assurance.
  • Plan and implement communications management.
  • Manage stakeholder engagement.
  • Establish success metrics and demonstrate goal achievement.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. 


Overall Management of the UNDP Performance App Delivery:
  • Establish efficient planning and inter-team communication process to maximize team efficiency.
  • Review backlog features, prioritize, oversee implementation.
  • Schedule and support requirements elicitation sessions.
  • Perform Risk Management
  • Perform Stakeholder Identification and Management
  • Perform Schedule Management
  • Identify roadblocks to goal achievement and remove obstacles.
  • Assess compatibility with other digital solutions being implemented at the corporate level.
  • Identify and lead integration and data cleanup initiatives affecting the project.
  • In coordination with the Programme Advisor, responsible for implementation plans, including procurement, project financial management and effective expenditure of the allocated budget.
  • Leverage the champion role of the Administrator to ensure continued maximum participation and support to the initiative across the organization.
  • Measure and monitor adoption, perform intervention actions where needed to maintain and increase user engagement.
  • Other duties, as needed.
     

Ensure Data Set Availability in the Data Warehouse, and Lead means of consuming Data Sets:

  • In coordination with the Programme Advisor, identify all data sets required by the Performance App.
  • Identify and document all data owners.
  • Coordinate data owner outreach and requirements elicitation.
  • Coordinate specification of Data Sets.
  • Obtain Data Owner commitment in populating the Data Warehouse, lead and monitor import of Data-to-Data Warehouse.
  • Coordinate Data Cube design and implementation with ITM and data owners.
  • Coordinate Development of API to consume Data sets from the Data Warehouse.
  • Other duties, as needed

Plan and Implement Organizational Change Management (OCM)Plan to maximize Adoption:

  • Establish OCM Strategy and obtain commitment from Product Owner and Sponsor.
  • Define OCM Tactical Plan and actionable Practices.
  • Implement OCM Tactical Plan
  • Plan and follow through Launch Communication actions.
  • Oversee the launch of each deliverable, measuring, monitoring, and intervening to increase adoption.
  • Implement post roll out organizational behavior change actions to maximize adoption.
  • Establish flexible feedback channels, collect post roll out feedback, establish and implement corrective actions to maximize adoption.
  • Plan and deliver training.
  • Document training material, establish support structure.
  • Identify Policies and Procedures that need to be adjusted and lead revisions and announcements.
  • Other duties, as needed
Launch of Global and CO Views with live Data (2024):
  • In coordination with the behavioral scientist and Programme Advisor establish Communication and OCM Plan.
  • Establish, convene, and guide inter-bureau working groups, Innovators represent the interests of target users across UNDP for each of the different views available in the Performance App.
  • Develop schedule, maintain tactical cohesion across all team members with regular efficient updates, keep team focused on the most efficient implementation path.
  • Develop and deliver on demand training as necessary from country offices and other business units as may be required.
  • Help identify Pilot Country Offices, coordinate, and manage Pilot launch.
  • Coordinate and support MPV Pilot Launch.
  • Establish hyper care post launch support sessions and flexible feedback channels.
  • Collaborate with ITM, Data Owners, and the CDO to establish live data feeds.
  • Identify external supporting functionality in other platforms and lead the establishment of development teams to fulfill requirement to the extent possible.
  • Other duties, as needed
 
Launch Portfolio/Project View updated Global, Country, Bureau and Portfolio/Project Views with live data (2025):
  • Coordinate the evolution of the Global, CO Views, Portfolio and Project Views. 
  • In coordination with the Programme advisor the Technical Product Manager, define scope for the Portfolio/Project views including Data Warehouse/live feed requirements, and other deliverables.
  • Define schedule, monitor and lead implementation to launch.
  • Establish hyper care post launch support sessions and flexible feedback channels.
  • Measure and monitor adoption and implement post rollout OCM activities.
  • Continue to monitor and establish feedback channels, manage risk and act on feedback.
  • Implement OCM activities.
  • Other duties, as needed

Required Skills and Experience
 
Education:
  • Advanced university degree (master's degree or equivalent) in Software Engineering, Project Management, or another relevant field is required. or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
Experience:
  • A minimum of seven (7) years (with master’s degree) or nine (9) years (with bachelor’s degree) of professional work experience in either public sector (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility, is required.
  • Experience in managing and supervising projects aimed at change management, systems development and internal communication is required.
  • Expertise and experience in adopting and managing platforms for information/knowledge management, e.g. customer relationship management is strongly preferred.
  • Experience of leading and/or managing a team is an advantage.
  • Knowledge and experience of country or regional office work setting is an advantage.

Language:

  • Fluency in the English language is required. 
  • Knowledge of French or Spanish is an asset.
