ACE Partners organizes its advisory work around three core teams: (a) Policy and Regulation; (b) Technology and Markets, and (c) Knowledge Management and Stakeholder Engagement. Broadly speaking ACE Partners plays a crucial role in driving the energy transition across Asia by conducting in-depth market research and assessments, strengthening the enabling environment through Policy and regulatory advisory work, designing effective programs and initiatives, and helping bridge the gap between public- and private-sector players through knowledge management and stakeholder engagement.
At ACE Partners, we cater to a diverse range of clients, including donors, private sector entities, and organizations seeking to navigate the intricate landscape of Policy and regulatory frameworks related to clean energy and climate finance. The Policy and Regulatory Team focuses on “upstream” work and initiatives such as Policy and regulatory evaluation and design, and institutional strengthening to improve the Policy and enabling environment. As we continue to expand our portfolio, we are seeking a dynamic and experienced Team Leader - Policy and Regulation, to spearhead the team's operations and business development.
Our ideal candidate is a problem-solver and team player, who will work closely and synergistically with the other two Team Leaders, while also helping to establish, nurture, and maintain productive partnerships with national and international agencies, private sector companies and associations, and civil society and research organizations actively contributing to the Energy Transition across the Asia-Pacific Region. Additionally, the Team Leader – Policy & Regulation will contribute to the overall brand profile of the company, providing inputs to the company management, corporate communications, and supervision of consultants and staff.
Responsibilities
Primary responsibilities for the Team Leader - Policy and Regulation will include:
- Strategic Leadership: Lead a team of dedicated professionals in conducting policy-based market research, assessments, design, and institutional strengthening for public- and private-sector clients. Collaborate with experts in the field to formulate innovative strategies that address the evolving clean energy Policy and regulatory landscape. Develop and communicate a clear vision and roadmap for the team's growth and successful project delivery.
- Project Management and Execution: Oversee the execution of projects, ensuring that they are delivered on time, within scope, and within budget. Maintain project planning and quality control processes to consistently meet or exceed client expectations.
- Client Engagement. Work with clients to understand their programmatic objectives and needs in order to design effective interventions in the area of policy, regulatory, and program analysis and design, as well as institutional analysis, design and strengthening.
- Research and Analysis. Undertake research and analysis projects covering pioneering institutional mechanisms, policies and regulatory strategies related to energy technology development and ,financing initiatives and , with the aim to provide understanding and insight for clients and to build the knowledge base of ACE Partners.
- Business Development: Take the lead in identifying and pursuing new business opportunities. Develop and nurture client relationships to expand our client base and secure new projects. Leverage your expertise in clean energy Policy and Regulation to craft proposals and secure the opportunity.
- Team Collaboration: Foster a collaborative and innovative team culture. Mentor and empower team members, enabling them to excel in their roles and contribute to the team's growth. Encourage knowledge sharing and continuous learning to stay at the forefront of industry trends.
Qualifications
- Minimum professional experience: 10 years
- Extensive experience in clean energy policy, regulation, and policy-based market assessments across Asia-Pacific countries.
- Strong understanding of regional climate commitments, as well as carbon markets, climate finance and energy and power development plans, is highly desirable.
- Demonstrated experience in conducting thorough research and analysis of complex clean energy Policy and regulatory issues, including the ability to gather and synthesize data, assess market trends, and provide data-driven insights and recommendations to inform strategic decision-making.
- Bachelor's degree or higher in a relevant field (e.g., clean energy, engineering, climate finance, environmental studies); advanced degree preferred.
- Experience in international development, business development and operations, and/or clean energy consulting and advisory.
- Previous work experience in Southeast Asia and broad familiarity with the private sector, non-profit, and government actors working in Asia's clean energy sector.
- Strong project management skills, with the ability to prioritize tasks, manage multiple initiatives simultaneously, and meet deadlines.
- Experience in business development, including the development of business proposals and corporate outreach, and development of strong business alliances and networks.
- Excellent writing and editing skills, including both technical and copy editing.
- Location is flexible, although preference will be given to candidates based in ACE Partners’ key operating markets, with the right to live and work in their country of domicile.
