OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

Summary of Assigned Duties

The incumbent will perform the following, and other related responsibilities as required by the needs of the office.

1. Provide technical advice to the government and national stakeholders in the development and implementation of sustainable, multisectoral and integrated strategies, policies, work programmes and plans, promoting optimal outcomes in one, several, or all of the constituent areas of Healthier Population and determinant of health: i.e., Special Programme on Primary Health Care; health workforce; integrated health services; health systems governance and financing; sexual and reproductive health and research; maternal, newborn, child and adolescent health, healthy settings and healthy ageing (health for older people).

2. Develop and maintain productive working relationships and partnerships with relevant national and state authorities and other stakeholders to strengthen health promotion through policies, strategies, legislation, regulations, fiscal and administrative interventions related to health and safety; sexual and reproductive health and research; maternal, newborn, child and adolescent health and healthy ageing (health for older people).

3. Coordinate the provision of, technical advice on strategies, and policies for strengthening country capacity to implement, evaluate and monitor Universal health coverage/Healthier population programmes.

4. Provide technical advice on the development/review and promotion of national policies, programs, and structures for health promotion including across sectors. This includes technical support for the development of healthy cities, other healthy settings and the promotion of healthy lifestyle (healthy eating and physical activity).

5. Provide technical support to the government to address risk factors for noncommunicable diseases and underlying social determinants by creating and supporting the implementation of strategies and interventions for supportive environments for health in the national, multisectoral action plan.

6. Monitor the national burden of life course diseases or factors especially through health information systems and health research activities.

7. Facilitate the adaptation and implementation of evidence-based norms, standards, guidelines and tools in the broad programme areas.

8. Guide the collection, analysis and documenting of best practices and partners' experiences in Healthier Population and health determinant programmes, anchored in national and subnational perspectives.

9. Serve as a national and technical resource concerning the multi-sectoral integration of programmes in UHC/Healthier population and mainstreaming of cross-cutting themes, such as health equity, and the elimination of exclusion.

10. Coordinate the development of information, education and communication (IEC) materials to foster community awareness, behaviour change and healthy practice along the life course area(s).

REQUIRED QUALIFICATIONS

Education

Essential: university degree in medicine, public health, health policy, health systems management or another relevant field.

Desirable: Advanced university degree in public health, health policy, health systems management or specialization in health systems and/or health planning, management, or heath economics

-Training or certification in health promotion, determinants of health and/or training in epidemiology or social epidemiology.

Experience

Essential:A minimum of seven 5 years of work experience relevant to the position ( in public health, health-sector policy, strategy development, and planning) at the national level. Specific experience required in health financing.

-Working experience in the fields of UHC, Healthier Population and health determinants.

Desirable

Experience in planning, implementation, monitoring/evaluation of communicable and noncommunicable disease prevention and/or control programmes. Relevant experience with the United Nations or international non-governmental organizations.

Skills

· Strong knowledge of Policies, strategies and guidelines in the field of public health, particularly in health promotion and the determinants of health

· Technical knowledge and skills in policy formulation and implementation and planning, monitoring, and evaluating health systems.

· Good Knowledge of primary- healthcare-based health systems, health systems transformation and reform and health financing policy analysis for universal health coverage.

· strong theoretical and practical knowledge of public health, Healthier population, health determinants related programmes and policies

· Good understanding of Risk communication and community engagement.

· Good understanding of the sociopolitical, economic, and public-health policy environment of the country.

· Strong analytical skills

· Coordination skills with demonstrated ability to work effectively with government and colleagues in a national and international team

· Ability to establish and maintain relationships and network with national authorities and other stakeholders in relevant sectors.

· Ability to engage in policy dialogue, advocacy, communication with multi sectoral partners on health promotion, noncommunicable diseases and their risk factors.

· Ability to provide sound methodological and technical guidance in health policy to multiple stakeholders and partners in countries.

· Knowledge of WHO and UN programmes

·Excellent verbal and written communication, including for reports, presentations and technical documents.

Use of Language Skills

Essential:

Excellent knowledge of English and Arabic.

IT and other skills

Proficiency in computers and office software packages, handling of web-based management systems, Enterprise Resource Planning (ERP) systems and Cloud Management Enterprise System such as Workday.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 87819 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
